- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD-23-189 and is issued as a Request for Quotation (RFQ). The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2023-03. The North American Industry Classification (NAICS) Code is 334516 and the business size standard is 1000e. However, this solicitation is not set aside for small business. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) have a requirement for a vendor who can provide the following new Qiagen�s Digital PCR system and accessories: 1. Catalog# 911035 - QIAcuity One 5plex Platform System FUL-1 - Qty (1) EA - System includes: QIAcuity dPCR one plate instrument with 5 channels (green, yellow, orange, red, crimson) for multiplexed target detection-Laptop computer-Barcode Scanner-QIAcuity Suite Software 2. Catalog# 250021 QIAcuity Nanoplate 8.5k 96-well (10) - Qty (1) EA 3. Catalog# 250001 QIAcuity Nanoplate 26k 24-well (10) - Qty (1) EA 4. 250031 QIAcuity Nanoplate 26k 8-well (10) - Qty (1) EA 5. 250101 QIAcuity Probe PCR Kit (1mL) - Qty (1) EA 6. 250098 QIAcuity Nanoplate Tray (2) - Qty (1) EA 7. 250299 QIAcuity Demo Assay - Qty (1) EA 8. Installation of System 9. System Training and Service Agreement The QIAcuity dPCR machine is fully integrated meaning that all the parts required for the experiment are built into the system. The result is a platform that is surprisingly small, 24 inches by 23 inches. Due to the limitations of space in the lab that this PCR will be used/housed in the size/dimensions of the PCR is a perfect fit. This is the only dPCR instrument that we can accommodate the allotted space, etc. in the lab. The QIAcuity is also unique in its performance, the handling of the QIAcuity is much more automated with no transitioning between steps and no droplet generation. The QIAcuity can analyze 96 samples simultaneously and this assay of 96 samples is accomplished in under 2 hours. This is more than twice as fast as the similar platforms. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors � Commercial Items; FAR Clause 52.212-2, Evaluation � Commercial Items -Evaluation Procedures: The Government will award a procurement resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, based on lowest price/technically acceptable. Only those offerors determined to be in compliance with the requirements as stated in this solicitation will be considered for award. Non-conformance with this requirement may result in the offeror's quote being determined unacceptable. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors � Commercial Items; FAR Clause 52.212-2, Evaluation � Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items � Deviation for Simplified Acquisitions applies to this acquisition. Note to vendor: The vendor must provide a completed copy of FAR 52.204-24, ""Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment"" with their quote in response to this solicitation. The offeror must include their Unique Entity ID (UEI), the Taxpayer Identification Number (TIN) and the certification of business size. Vendors capable of furnishing the government with the items/service specified in this synopsis should submit a copy of their quotation/offer to the following email address: robinsti@mail.nih.gov Attn: Tina Robinson by the due date and time below. Offers must also be accompanied by descriptive literature and/or other information that demonstrates that the offer meets all the foregoing requirements. Quotations/offers will be due by June 20, 2023, prior to 3:00 pm EDT. The quotation must reference Solicitation number NICHD-23-189 and Solicitation number NICHD-23-189 must be on/in subject line of email. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency. Note: In order to receive an award, contractor must be registered as all awards and have valid certification in the System for Award Management (SAM) @ www.Sam.gov.
