- THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR QUOTE. The purpose of this notice is to obtain information regarding: the availability of domestic sources manufactured in the United States in sufficient and reasonably available commercial quantities and of a satisfactory quality to support the requirement. For equipment/supply requirements, responses must include the place of manufacturing (i.e. address if supply/equipment is a domestic end product and include country of manufacture) and manufacture name with the list specifications. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Work Statement and requirements: The Bureau of Reclamation�s (Reclamation) Concrete and Structural Laboratory operates a 5� million�pound testing machine for testing the strength of various materials. This machine was built in 1948 and is capable of exerting a load of 5,000,000 pounds on specimens up to 32 feet long in either compression or tension. The machine extends 50 feet above the floor and 16 feet below. The largest single piece is the bedplate, a steel casting weighing 96,000 pounds. One of the delicate assemblies is the sensitive crosshead weighing 96,000 pounds. This assembly contains the weighing capsule which transmits the load hydraulically to pressure transducers. The sensitive crosshead is moved up and down on two precision�made screws, each 16 inches in diameter by 46 feet long and weighing approximately 40,000 pounds. The current equipment of 5�million�pound testing machine consists of aging system components that need replaced to ensure reliable performance, including depreciated hardware, insufficient features, and a high risk of downtime if legacy equipment breakdown arises. An assessment of the existing electronic controls systems for the 5�million pound testing machine and was provided modernization/upgrade recommendations (5�Million Pound Universal Testing Machine & Instron 8800 MT Electronic Controls Upgrade Assessment). After assessment recommendations were made including replacement of the current Instron 8800 MT test controller and associated testing software with the new Instron test controller to maintain manufacturer support serviceability. As part of the upgrade, system�wide mechanical and electrical equipment, hardware, and software is also needed. Tasks include replacement of the current Instron 8800 MT test controller and associated testing software, replacement of the Rockwell Automation programmable logic controller (PLC) hardware and software, replacement of the Variable Frequency Drive (VFD) and installation of Hydraulic Pump Motor Soft Starters, including the associated tasks below. No substitutions of specified equipment will be accepted unless the vendor can prove the parts are no longer manufactured and replacement equipment is approved by the Government. The upgrade should include the entirety of the system components listed below to achieve full operation of the testing machine in both compression and tension over the two full load ranges (600,000 pounds and 5,000,000 pounds). The Contractor must provide a detailed and professional proposal package for adequate technical evaluation, including backup data that clearly explains the anticipated lead time on equipment, overall project schedule, and detailed description of how the specifications will be met. See attached task for equipment. All interested contractors who can supply the requested equipment, supplies, and support listed above shall respond with information describing their interest, capabilities statements, and indicate which small business category for which they qualify (if applicable). Email responses are required. The due date for responses to this Sources Sought Synopsis is at 12:00 PM Eastern Daylight Time on June 09, 2023.
