Description
Modifying RFI to remove Scope of Work. The scope of work is not for this RFI. REQUEST FOR INFORMATION Youth Conservation Corps Video Background The Youth Conservation Corps (YCC) is the only federal program for individuals 15 through 18 years old to work on conservation projects on public lands at the National Park Service (NPS). In the past, it has not received consistent funding from partners, or other organizations, so it relies on the funds provided by the government to operate each year, which is severely limited. The lack in funds results in an imbalance on the program participants experience, and underrepresented individuals are not always able to afford the cost of participating in the program. This video seeks to address this issue by creating a promotional product to raise awareness of and support the program. Purpose The YCC program policy guidance mandates a random selection process for choosing participants for this particular program. This video will be widely used and seen across the country by parents and teenagers who are interested in participating in this program. This project serves a public purpose by promoting and stimulating education, job training, development of responsible citizenship, productive community involvement, and furthering the understanding, appreciation, and conservation of natural and cultural resources. Creating a video like this will help motivate youth and young adults to be involved with the natural, cultural and historical resource protection of their communities and beyond through the Youth Conservation Corps. Additional promotional resources such as this video would help to inspire millions of young people to play, learn, serve, and work in the great outdoors. Overview The contractor would visit these designated sites to get live footage of the YCC members working on their projects and interview them. The contractor would then produce an animated video that will be created by using parts of the audio that has been captured by the interviews and the live footage taken at the parks to represent various regions of the country (number of parks to be determined based on availability). This will promote the YCC program at NPS sites. The video will highlight various parks that have YCC programs and showcase diversity within them, and how these are youth developmental opportunities that introduce young people from different backgrounds and cultures to the field of conservation. Currently, we have few branding materials we can use to help reach our targeted audiences (youth, parents, and the general public) and this video will help us engage the next generation of conservation leaders by highlighting their diverse voices, including those that are underrepresented, and not just beautiful scenery. The video will serve as evergreen content through the voices of the youth themselves who participate, which can be shared year after year. Goals and Objectives The animated video will help the viewer and listener to better understand how youth from various backgrounds and regions have had the opportunity to see themselves and what they are capable of, in order for them to inspire other youth who want the same to see themselves in these spaces. The YCC, through the NPS, has helped to carefully preserve some of our most storied lands. This video will help the viewer to witness and learn about what inspired the youth involved with the YCC program to protect and preserve our public lands so that they can inform, instruct, and inspire generations to come. Through animation, there is an opportunity to capture the essence behind the meaning of a featured voice, rather than the limitations from a video camera and live footage. The video will be 508 compliant and adhere to NPS guidelines. Please be advised that your participation in this survey is not required to ensure participation in future solicitations and contract awards. Participation in this survey is voluntary and the Government will not reimburse participants for any expenses associated with their participation in this survey. There is no commitment by the Government to issue a solicitation as a result of this RFI. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents will not be notified of the result of the review.
