Description
National Aeronautics and Space Administration (NASA)/Marshall Space Flight Center (MSFC) is hereby soliciting information from potential sources with the North American Industry Classification System (NAICS) code 541715, Research and Development in the Physical, Engineering and Life Sciences (except Nanotechnology and Biotechnology) for Implementation and Advanced Concepts Team (IMPACT) that works to further NASA�s Earth Science Data System (ESDS) Program goal of overseeing the lifecycle of earth science data to maximize the scientific return of NASA�s mission and experiments for research and applied scientists, decision makers and the society at large. The MSFC requests capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for NASA Data Science under IMPACT. The Government reserves the right to consider a Small, 8(a), Women-owned (WOSB), Service- Disabled Veteran (SD-VOSB), Economically Disadvantaged Women-owned Small Business (EDWOSB) or HUBZone business set-aside based on responses received. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis. Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement of no more than twenty-five (25) pages indicating the ability to perform all aspects of effort. The following tasks are considered essential competencies: � System Architecture and Earth Observation Data on the Cloud (EODC) � NASA�s Visualization, Exploration and Data Analysis (VEDA) Project � NASA�s Commercial Small Sat Data Acquisition Program (CSDAP) � Algorithm Publication Tool (APT) � Multi-Mission Algorithm and Analysis Platform (MAAP) � Airborne Data Management Group (ADMG) � Harmonized Landsat Sentinel (HLS) Global Processing � Science Discovery Engine (SDE) � Satellite Needs Working Group (SNWG) � NASA Interagency Technical Report Observation (NITRO) � Machine Learning (ML) Potential requirements may fall under the following areas for each essential competency listed above: � System Architecture and Earth Observation Data on the Cloud (EODC): o Define guidelines and standards for software development workflows. o Deliver a framework for publishing datasets to the cloud in cloud-optimized formats. o Determine functional and nonfunctional requirements for new software. o Develop a strategy for cross project collaborations and reuse existing open-source solutions. o Evaluate, assess, and identify software solutions. o Improve accessibility of Earth Observation data in the cloud through metadata, tools, and capacity building. � NASA Visualization, Exploration and Data Analysis (VEDA) Project o Data System in NASA Cloud ? Develop and implement data governance framework. ? Incorporate multiple types of data, including raster, vector and tubular data, integrate heterogenous datasets from various sources, including satellites, ground measurements, other sensors, ensuring compatibility with different sensors, spatial and temporal resolutions. o Platform and System in NASA Cloud ? Develop a uniform data ingestion pipeline to facilitate data transformation, integration, mapping interface for geospatial data visualization, interaction, Geographic Information System (GIS) compatible data services and plugins for data in the system. ? Implement a light-weight metadata catalog to organize and manage metadata effectively. ? Provide Application Programming Interfaces (API) for data discovery, access and visualization. ? Usability, Design the system to support different user personas in both exploratory and explanatory modes. ? Offer appropriate data visualizations based on data type and narratives, including customizable widgets for user personalization. ? Provide overview information for quick data understanding and offer detailed information on demand. ? General: Adopt a modular design approach to allow for the replacement or upgrading of system components as technologies evolve. ? Develop tools to collect and report metrics. ? Ensure that the platform and system are performant and capable of supporting interactivity with large-scale data. ? Support existing projects, Earth Information System and NASA European Space Agency Japan Aerospace Exploration Agency (NASA-ESA-JAXA) trilateral dashboard. ? Open Science, align design choices, including API and data formats with existing and evolving community standards and best practices. ? Develop the system and its ecosystem as open and reusable software, adhering to open science principles. ? Engage the community in the development process to encourage buy-in from a diverse pool of developers and users. � NASA Commercial Smallsat Data Acquisition (CSDA) program: o For Cloud Data Archive and Distribution; ? Enhance the data delivery system, Forward migrate Spatio Temporal Asset Catalog (STAC) records from the 0.8 to 1.0 specifications and Upgrade the current Spatio Temporal Asset Catalog STAC API with enhanced API features. ? For Onboarding of New Vendors, Adapt the Smallsat Data Explorer (SDX) to support new vendors based on their unique end user data system needs. ? Develop metadata extraction applications for new vendors. ? Incorporate additional data sets as acquired by the CSDA into the data system. ? Support the mirroring of data from new and existing vendors to CSDA archive. o For Integration with Earth Science Data and Information System (ESDIS) program; ? Develop Program Increment (PI) plans to enhance and deploy the ingest and archive system components and execute PI plans. ? Deployment and maintenance of all systems and provide technical support end user operation of the data system. ? Algorithm Publication Tool (APT): Add new features requested by the test team to APT, Deploy APT to an operational cloud environment managed by the ESDIS Program, Maintain the tool and support submissions of Algorithm Theoretical Basis Documents (ATBD) to an American Geophysical Union Journal. � Multi-Mission Algorithm and Analysis Platform (MAAP): o Transition from Version 1 MAAP operations to a broader operation of the MAAP system. o Develop and adapt tools to ingest identified data into the MAAP. o Enhance the MAAP data systems. o Identify and infuse existing capabilities for ingestion, access and visualization of data int the MAAP platform. o Implement cloud resource allocation and management processes and tracking data system metrics. o Prototype unified search for data, software, documentation, graph database to facilitate new discovery pathways for the end users. o Provide fast browse, sub-setting and other services to support the scientific research process. � Airborne Data Management Group (ADMG): o Develop additional web pages for additional contents such as instruments, platforms and focus areas. o Implement changes requested by the end users.�o Maintain the Catalog of Archived Suborbital Earth Science Investigations (CASEI) and airborne field investigation inventory of contextual investigation metadata and data information and access. � Harmonized Landsat Sentinel (HLS) Global Processing: o Collaborate with United States Geological Survey (USGS) to evaluate replacement atmospheric correction ancillary data once Moderate Resolution Imaging Spectroradiometer (MODIS) reaches its end of life. o Complete historical archive for Landsat and Sentinel data products. Deploy, maintain and periodically modernize the processing pipeline in the NASA cloud. o Implement forward processing of Landsat and Sentinel data products. o Support cost assessments of alterations to HLS processing. � Science Discovery Engine: o Deploy and maintain the system in the NASA cloud. o Develop, implement and maintain pre and post processing governance workflows, a scalable preprocessing pipeline for Natural Language Processing techniques, API services and the user interface for the catalog into the Science Discovery Engine (SDE). � Satellite Needs Working Group (SNWG): o Conduct User Interface development for the SCRIPT assessment phase tool and development for the Stakeholder Engagement Program Learning Management Systems (SEP LMS). o Create SNWG specific (custom instances) of existing IMPACT applications to facilitate accomplishment of milestones of the SNWG assessment phase. Integrate the SEP LMS with other IMPACT and Earth Science Division tools and databases through API. � NASA Science Mission Directorate Artificial Intelligence Initiative (SMD AI/ML): o Assist the IMPACT in collaborating across science divisions and conducting machine learning training and workshops. o Enhance the active learning pipeline in Amazon Web Services. o Expand the Image Labeler tool to include other science domains. o Support training dataset benchmarking tasks. � Machine Learning: o For Development of an end-to-end machine learning pipeline; by Containerize model training and development modules. o Implementation of a scalable preprocessing pipeline for matching learning. o For Phenomena Portal, Develop the capability to search within the phenomena portal for different types of phenomena and integrate a self-supervised learning capability. Additionally, in support of the Executive Order (EO) 13985, Advancing Racial Equity and�Support for Underserved Communities Through the Federal Government, NASA is seeking to advance equity or remove barriers for members of underserved communities related to this requirement. As defined in the EO, Underserved Communities refers to populations sharing a particular characteristic, as well as geographic communities, that have been systematically denied a full opportunity to participate in aspects of economic, social, and civic life, as exemplified by the list in the preceding definition of �equity.� Equity means the consistent and systematic fair, just and impartial treatment of all individuals, including individuals who belong to underserved communities that have been denied such treatment, such as Black, Latino, Indigenous, Native American persons, Asian Americans, Pacific Islanders and other persons of color; members of religious minorities; lesbian, gay, bisexual, transgender, queer (LGBTQ+) persons; persons with disabilities; persons who live in rural areas; persons otherwise adversely affected by persistent poverty or inequality.
