Description
SS-MSC-23-079 INTENT TO SOLE SOURCE Continuation and Completion of previously procured IT Consulting Services on behalf of FMSHRC The Bureau of the Fiscal Service (Fiscal Service), on behalf of the Federal Mine Safety & Health Review Commission�s Office of Information Technology (FMSHRC) intends to make award on a sole source basis to Mohr Services, LLC for the continuation and completion of Information Technology implementation and support services acquired via a previously established, and now expired agreement directly between FMSHRC and Mohr Services, LLC. The proposed sole source acquisition will establish a contract with Mohr Services, LLC. on behalf of the Federal Mine Safety and Health Review Commission for the continuation and completion of the following six (6) non-severable projects, or subtasks, started on which Mohr has already performed substantial work and made significant progress towards completion. These subtasks are as follows: 1- Complete transition from agency�s legacy phone system to Microsoft Teams Voice. This includes proof of concept, agency-wide pilot program and full transition and integration of Microsoft Teams Voice throughout FMSHRC. Upon completion, Mohr Services, LLC. shall conduct agency-wide training for Microsoft Teams Voice. Mohr Services, LLC. has completed phases 1 and 2 of 5, preparing to initiate phase 3. Mohr Services, LLC. is currently in progress of transitioning the FMSHRC legacy PBX phone system to Microsoft Teams phone services. The following milestones have occurred: 1) Trained agency staff on Teams phone. 2) Reviewed and submitted hardware list compatible with FMSHRC environment based on Mohr�s pre-configured Office 365 / Windows settings. Integration via Mohr�s customized pilot program was to begin 2/6/2023. This represents 40% of the IT project lifecycle. 2- Complete configuration and installation of newly acquired Cisco MPLS firewalls (Cisco Catalyst C8200 & Cisco Firepower 2110 ASA Appliances). This includes installation firewall devices, cabling between devices, configuration and updating of devices firmware. Mohr Services, LLC. has completed phases 1 and 2 of 5, preparing to initiate phase 3. Mohr Services, LLC. has configured and is ready to install replacement firewalls (Cisco Catalyst C8200 & Cisco Firepower 2110 ASA Appliances). This represents 40% of the IT project lifecycle. 3- Complete integration of the agency�s cybersecurity initiative leveraging Zscaler. The Contractor shall complete agency transition from its appliance-based network and security infrastructure legacy devices to the cloud-based cybersecurity solution leveraging Zscaler. Mohr Services, LLC. has completed phases 1 and 2 of 5 and has started phase 3. Mohr Services is midway in their design and architecture of FMSHRC�s Zero Trust solution leveraging Zscaler. Zero Trust implementation is time sensitive with goal of avoiding the need to renew IT services such as MTIPS, RSA, and AnyConnect. Zero Trust Architecture is a federal mandate where agencies have until the end of September 2024 to meet five zero trust goals: identity, devices, networks, applications, and data. Mohr Services has customized a plan for implementing Zero Trust in which Zscaler is a critical component to implement. This represents 50% of the IT project lifecycle. 4- Complete configuration of Microsoft Intune software, including completion of drafted policies for Microsoft Intune. Microsoft Intune is a cloud-based endpoint management solution for FMSHRC. Upon configuration completion, the Contractor shall leverage Microsoft Intune to inventory all agency devices and implement a detection and respond capability for all agency devices. Mohr Services has completed phases 1 and 2 of 5 and has started phase 3. Mohr Services, LLC. is midway in the technical implementation of Microsoft Intune (Microsoft Intune manages identities, manages FMSHRC apps and devices). Mohr Services has completed a customized roadmap in which to implement Microsoft Intune and now awaits Mohr�s integration stemming from Mohr�s proprietary implementation plan. This project is time sensitive as ahead of a pending renewal of a duplicate solution (MAAS 360) with the goal of negating the need to further invest in existing agency licenses. This represents 50% of the IT project lifecycle. 5- Complete transition of internal legacy server infrastructure to newly purchased Hyper-V virtualization servers. This task includes completion of hardware and software configuration of two new servers that will manage all Microsoft back-end server requirements for FMSHRC. Mohr Services has completed phases 1 and 2 of 5 and started phase 3. Mohr services is leading the agency�s transition of internal infrastructure to Mohr Services- designed Hyper-V virtualization platform in advance of a hardware support renewal for FMSHRC�s legacy Windows environment. Existing legacy server warranties expired 2/28/2023. Mohr is the chief architect for the FMSHRC technical platform. Mohr Services� proprietary knowledge of the existing environment as well as authorship of the Hyper-V strategic implementation plan mandates their dependency on completion of this project. This represents 50% of the IT project lifecycle. 6- Complete development of a technical implementation plan to migrate FMSHRC from a legacy active directory file share to Microsoft OneDrive. Upon completion, the Contractor shall conduct agency-wide training for Microsoft OneDrive. Mohr Services has completed phase 1 of 5 and started phase 2. Mohr Services, LLC. is in progress of drafting a technical implementation plan to transition the agency from on-prem file shares to Microsoft OneDrive. Additionally, cross agency training started by Mohr Services is currently on hold pending award of the current requirement. This represents 30% of the IT project lifecycle. Mohr has invested significant time, effort, and resources into these projects. It is therefore not in the interest of the Government or the vendor to move to another vendor for this requirement, as it would result in additional time and effort for transition of work, which would in turn require the Federal Mine Safety and Health Review Commission to allocate additional funding not present in the current budget plan. Additional delay in the implementation of these key services will adversely affect the ability of FMSHRC to execute their vital mission. FMSHRC will consider written responses received no later than 10:00 a.m. EST on June 14, 2023, at purchasing@fiscal.treasury.gov. Responses must include sufficient evidence that clearly shows the vendor is capable of providing these IT Consulting Services. If no written response is received that clearly demonstrates an ability to meet this requirement, is more advantageous to the Government, and is received by the aforementioned deadline, FMSHRC, shall make award on a sole source basis to Mohr Services, LLC. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service-Disabled Veteran Owned Small Business, HubZone, etc.) based on NAICS Code 518210, size standard of $40.0 MIL. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether your services are available through a Government contract vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. 4. Contractors should provide their DUNS/UEI, if applicable. Responses to this request must be submitted no later than 10:00 a.m. EST on June 14, 2023, and must be submitted electronically to purchasing@fiscal.treasury.gov, Attn: MR/GLJ. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered: .bat, .cmd, .com, .exe, .pif, .rar, .scr, .vbs, .hta, .cpl, and .zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list. Therefore, we recommend that you monitor the SAM.gov site for all information relevant to desired acquisitions.
