- ***NOAA'S ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, CLIMATE PROGRAM OFFICE (ACX), INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH THE UNIVERSITY OF IOWA OUT OF IOWA CITY, IA FOR THE SPECIALIZED AEROSOL LAYER HEIGHT ALGORITHM NOAA ACX CURRENTLY USES FOR VALUATION STUDIES. THE DELIVERABLES REQUIRED ARE: PROVIDE THE ASSISTANCE AND ALGORITHM REFINEMENT NEEDED FOR NOAA/NESDIS TO APPLY THE AEROSOL LAYER HEIGHT ALGORITHM FOR TEMPO. FURTHER ADVANCE THE AEROSOL LAYER HEIGHT ALGORITHM BY DEVELOPING TECHNIQUES TO RETRIEVE THE PROVILE OF AEROSOL EXTINCTION FROM TEMPO AND TROPOMI INCLUDING EXPLORING THE FEASIBILITY OF RETRIEVING THE PROFILE OF AEROSOL EXTINCTION BY COMBINING UV, O2-O2, 02 B AND A BANDS TOGETHER WITH AN NIR BAND. ASSESS THE VALUE OF AEROSOL LAYER HEIGHT FOR ESTIMATING SURFACE PM MAS CONCENTRATION FROM A FORECAST PERSPECTIVE. WORK CLOSELY WITH DR. KONDRAGUNTA AND HER TEAM IN NOAA, AS WELL AS OTHER MEMBERS IN THE GEO-XO ACX PRODUCT AND USER TEAMS AND CONTRIBUTE TO ONGOING NOAA ACX VALUATION STUDIES AND PARTICIPATE IN GEOXO TELECONFERENCES FOR TECHNICAL EXCHANGES AND DISCUSSION OF RESEARCH PROGRESS. AS APPLICABLE, IN A REASONABLE AMOUNT OF TIME, PRODUCE JOURNAL PUBLICATIONS FOCUSED ON THE TASKS DESCRIBED ABOVE. ***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT THE UNIVERSITY OF IOWA IS THE SOLE ENTITY IN THE UNITED STATES THAT CAN MEET AND PROVIDE THE REQUIRED ALGORITHM. SHOULD THE UNIVERSITY OF IOWA NOT BE INVOLVED, THE ALGORITHM AND THE TROUBLESHOOTING WORK WOULD HAVE TO BE REDEVELOPED. GOING WITH A DIFFERENT VENDOR WOULD SET THE WORK BACK AT LEAST A YEAR AND DEPRIVE ACX OF VALUABLE DATA. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A GOVERNMENT DETERMINATION TO NOT CONDUCT A COMPETITIVE PROCUREMENT BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
