Description

In accordance with section 3.2.2.4 of the Federal Aviation Administration (FAA) Acquisition Management System (AMS), the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract on a single source basis to Millennium Enterprise Corporation.� The FAA has a requirement for continued Acquisition, Procurement, and Financial Management Support Services for the Navigation Programs Group.��The existing contract held by MEC expires on July 31, 2023. A previous Screening Information Request (SIR) was released for similar services approximately one year ago; however, the requirement has evolved within the last six months and must be cancelled and recompeted. There is insufficient time to conduct a competitive procurement. Maintaining the mission is imperative, while a follow-on award can be competed.�Contractor support is essential to aid with acquiring, procuring, financial management, and analyzing respective support contracts. A lapse in service will severely hinder the FAA from moving forward with numerous ongoing activities within the group and therefore threaten the overarching mission of Navigation Programs. The contractor support team already possesses crucial institutional knowledge of efforts and where each activity/artifact is in its lifecycle. The FAA cannot accept any breaks in the continuity of operations. Furthermore, delays in continuing progress of such efforts will cause unacceptable delays in the programs� broader schedules. This announcement is for informational purposes only. A competitive solicitation is not yet available for this procurement. The FAA is not liable for any costs associated with the preparing of a response to this announcement.
