- SYNOPSIS Southern Markets Contracting Division (SM-CD) of the Defense Health Agency (DHA) intends to award a sole source contract to the American College of Surgeons (ACoS) located at 633 N Saint Clair St, Chicago, IL, 60611, under the authority of FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. The proposed procurement is for a Commission on Cancer (CoC) accreditation for Keesler Medical Center�s Community Cancer Program (CCP). The tentative accreditation period is 01 August 2023 � 31 July 2024, plus option periods, if available. INTENT TO SOLE SOURCE Keesler Medical Center is requesting an American College of Surgeons (ACoS) Commission on Cancer (CoC) accreditation of Keesler�s Community Cancer Program (CCP) in order to be compliant with Defense Health Agency (DHA) Administrative Instruction 6025.10, Defense Health Agency Cancer Registry Program. CoC accreditation is granted to facilities that are committed to providing the best in cancer care and demonstrate compliance with the CoC standards. The American College of Surgeons� Commission on Cancer (CoC) is a consortium of professional organizations dedicated to improving survival and quality of life for patients with cancer through standard-setting, cancer prevention, research, education, and monitoring of comprehensive quality care. The CoC is the only entity in the United States with a multidisciplinary cancer program accreditation program. Nationwide, the National Cancer Institute, the Center of Disease Control and Prevention, and the Defense Health Agency recognizes the CoC as the national accrediting authority for cancer programs. The DHA Administrative Instruction requires any military medical treatment facilities that provide clinical or pathological diagnoses and/or treat malignant reportable cases to comply with standards that parallel the Cancer Program of the CoC The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-l(b)(l), resulting in a firm fixed price contract. The North American Industry Classification Systems Code (NAICS) is 813920 (Professional Organizations) and the size standard is $23.5 million. The product Service Code is U005 (Education/Training � Tuition/Registration/Membership Fees). � No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement (inclusive of their business�s demographic information, such as their Unique Entity Identifier, small business socioeconomic categories, etc) and/or exception to the intent to purchase on a sole source basis, which shall be considered by the Government. The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide required services as listed in the DHA Administrative Instruction. In order to be considered, capability statements must be submitted in writing to the below Points of Contact no later than 1200 (noon) Central, 15 June 2023. A determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
