- Description
- Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intent to require, on a sole source basis, a brand name requirement for the manufacturer Johnson Controls Metasys Extended Architecture in the new Surgical and Clinical Tower Project at the VA West Haven Campus. The existing VA West Haven campus is in the process of converting all HVAC Building Automation and Temperature Controls Systems to Johnson Controls Metasys Extended Architecture running off Windows 10 software. The campus-wide system allows VA West Haven facilities engineering personnel to remotely monitor, access, and adjust temperature control devices for Mechanical, Plumbing, Electrical, Telecommunications (MEPT) systems that are connected. The new temperature controls system for the Surgical Tower and the updated/extended systems necessary for the renovation back-fill of Building 1 will be connected to this existing system. This will allow VA West Haven personnel to monitor this new system extension along with the remainder of the existing campus at a single location. The Johnson Controls Metasys Extended Architecture building automation system is a network of sensors, and control devices that provides the required infrastructure to control and monitor MEPT systems throughout the campus. The systems ability to communicate and monitor devices is achieved by the proprietary nature of the network, which is common in the industry. For the system to work at an acceptable level of performance, fast, reliable communication among devices and annunciation of alarms must happen in seconds. When new MEPT systems are installed and spaces are created on campus, the Johnson Controls system must be expanded to ensure proper communication with the existing campus user interface. This procurement will require the installation of the various equipment, including but not limited to the following: sensors, controllers, actuators, communication protocols, and user interfaces. Device quantities may change as design develops. Part numbers are not included as they have yet to be determined and they may change based on delegated design submittals. If the Johnson Controls Metasys Extended Architecture is not sole sourced, the building automation systems for the new Surgical Tower and the renovation backfill of Bldg. 1 may not be connected to the campus-wide system, requiring the installation of a standalone system and standalone user interfaces where the system is being monitored and controlled. An additional service contract will be required to maintain and repair the standalone system. This standalone system will complicate the campus ability to monitor and control MEPT systems as well as the ability to service these systems. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Johnson Controls Metasys Extended Architecture building automation system. The Government is not obligated to, and will not pay for any information received from potential sources, as a result of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government. A determination by the Government to require the brand name for the Johnson Controls Metasys Extended Architecture building automation system for the VA West Haven procurement based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determine whether to allow alternate system manufacturers. Submit responses within 30 days of the posting of this notice of intent via email to: tyler.s.maryak@usace.army.mil (list ""W912WJ24X0001 Metasys Extended Architecture"" in the subject line of the email).
