Notice of Intent to Sole Source HT941023N0044 THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLIES CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA), Western Markets Contracting Division (WMCD), San Diego, intends to negotiate and award a firm fixed price contract for Hologic reagents and assay kits in accordance with Federal Acquisition Regulation (FAR) 13.501(a) Sole Source acquisitions and FAR 13.106-1(b)(2), only one source being available to meet the Government�s needs, to: Hologic Sales and Service, LLC 250 Campus Drive Marlborough, MA 01752-3020 The North American Industry Classification System (NAICS) code for this requirement is 325413 � Microbiology, virology, and serology in-vitro diagnostic substances manufacturing; the business size standard is 1250 (# of employees). The Product Service Code (PSC) is 6550 - In Vitro Diagnostic Substances, Reagents, Test Kits, and Sets. The objective of this sole source award is to procure assay kits and reagents compatible with the Hologic Panther Fusion Analyzer. The anticipated delivery date is to begin on 1 Oct 2023 through 30 Sep 2024 for the base quantities and continue through 4 option quantities with deliveries to end on 30 Sep 2028. The Naval Health Clinic Hawaii Laboratory Services provide Covid-19 testing and Sexually Transmitted Infections testing support to the entire Joint Base Pearl Harbor Hickam (JBPHH) Command, the Naval Computer and Telecommunications Area Master Station (NCTAMS) at Wahiawa, Camp H.M. Smith at Aiea, and the Marine Corps Base Hawaii (MCBH) Kaneohe Bay. The Makalapa Laboratory requires the purchase of Hologic reagents for Aptima SARS-CoV-2 assay and Aptima Combo 2 Assay (CT/NG) for use on their existing Hologic Panther Fusion Analyzer. �This requirement is for an annual supply of up to 5,500 tests of Aptima SARS-CoV-2 assay and up to 4,800 tests of Aptima Combo 2 Assay (CT/NG). This package includes training, freight, Quality Control kits, lysis tubes, and other reagents/consumables required to generate a patient result. The supplies shall be delivered to: Naval Health Clinic Hawaii Makalapa Laboratory 1253 Makalapa Rd., Bldg. 1407 JBPHH, HI 96860 Based on market research, Hologic Sales and Service, LLC is the only source that can meet the Government�s minimum requirements to provide the reagents and assay kits for use on the Hologic Panther Fusion Analyzer. Hologic Sales and Service, LLC provided a sole source letter stating they are the sole source provider of the Aptima reagents and assay kits. This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required services for Naval Health Clinic Hawaii (NHC Hawaii). Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
