Description
NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD; THIS IS NOT A REQUEST FOR QUOTATIONS. The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392, intends to negotiate a firm fixed price contract for the procurement of 12m Satellite Antenna Assessment under FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one source, Morehead Space Technologies. The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This is a combined synopsis/solicitation for commercial services in accordance with the information in FAR Subpart 12.6 and FAR Subpart 13.106, using Simplified Acquisition Procedures for commercial items. This announcement constitutes the only solicitation; and a written solicitation will not be issued. This combined synopsis/solicitation will be available for download on or about June 8, 2023 under Request for Quotation (RFQ) number N0018923Q0316 at the following website: https://beta.sam.gov/. This requirement is funded with non-appropriated funds. The United States Naval Academy (USNA) utilizes Non-Appropriated Funds (NAF) also known as �Gift Funds� to procure supplies and services. Gift Funds are donated to USNA for Morale, Welfare and Recreation (MWR) purposes and for educational purposes. NAFs are government monies and assets from sources other than monies appropriated by the Congress of the United States. NAFs are separate and apart from funds recorded in the books of the Treasurer of the United States. NAFs shall be administered only through the auspices of a Non-Appropriated Funds Instruction (NAFI). NAFs are designated for the collective benefit of authorized patrons and the purpose of the NAFI. Individuals, units, organizations, installations, or commands shall have no proprietary interest in NAFs or other NAFI assets. This solicitation documents and incorporates provisions and clauses in effect through FAC 2023-04 and DFARS Change Notice 20230531. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This acquisition will result in a Firm-Fixed-Price contract under NAICS 517410. The Small Business Size Standard is $44,000,000. Services required: Initial assessment of 12m satellite antenna IAW statement of work. *See statement of work for additional details. This requirement is to obtain a complete evaluation of the electrical, mechanical and electronic systems of the 12m satellite antenna, as an Initial Assessment IAW the statement of work. The assessment shall include a site visit to USNA (2+ days), a site visit to Morehead State University (MSU) (2+ days), and a written Initial Assessment Report to USNA that includes, but is not limited to, integrity of parabolic reflector and condition of reflective paint, electromechanical drive systems, RF systems, IF systems, Signal Process systems, monitor and control systems, cabling, waveguides, spare parts, environmental systems, software, performance validation procedures, and transmit/command systems.
