- This Amendment 1 (Posted 8 June 2023) provides updating and changing information related to the original Notice as follows. -A blank Q&A form is in the attachment list in PIEE. �Offerors are requested to submit questions on this form to the Government points of contact associated with this Notice. -A Solicitation Q&A document that includes Offeror questions and Government answers has been posted to PIEE. The Government plans to regularly post an updated version of this document to PIEE which is cumulative in nature (i.e., includes all questions and answers). End of Amendment 1. -- The Naval Air Systems Command (NAVAIR), on behalf of PMA-290 (Maritime, Patrol, and Reconnaissance Aircraft), posted a competitive solicitation to the Solicitation Module of the U.S. Government Procurement Integrated Enterprise Environment (PIEE) website for the procurement of depot level maintenance services for P-8A Poseidon aircraft CFM56-7B27 A/3 series and CFM56-7B27AE series engines. The PIEE website is https://wawf.eb.mil. Web Based Training for registration and proposal submission is available as a separate portal on the main page of the site or by visiting https://pieetraining.eb.mil/wbt/. NOTE that the solicitation is N0001923R0094; it is NOT N0001922R0072. N0001922R0072 is NOT a valid solicitation. NAVAIR intends to award up to two FAR Part 12 Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contracts (MACs). Planned award is during fourth quarter of Government Fiscal Year (FY) 2024. Proposals are due not later than 2:00 pm Eastern Time on 1 August 2023. The Government requests that Offerors submit the Volume 1 Contract Administration, Tables CA-1 and CA-2, Volume 3-Past Performance, Table PP-1 for all contract references, and Annex A 14 on 18 July 2023 (14 calendar days prior to 1 August 2023).- Section J Attachments 1 and 4 may contain Controlled Unclassified Information (CUI). Those attachments will be posted with restricted access to Offerors that complete the approval process for obtaining access to those documents and other technical documents containing CUI as discussed below. -Distribution of CUI by an Offeror to its team members, partners, subcontractors, suppliers and/or vendors shall be the responsibility of the Offeror and shall be limited to a need-to-know basis. All guidance contained herein with regard to handling, distribution and destruction of CUI shall be flowed down to all team members, partners, subcontractors, suppliers and/or vendors. Those who access or take receipt of CUI shall comply with all laws, export controls and distribution statements associated with the document. -All requests for access to Attachments 1 and 4 and other technical documents containing CUI must be in writing and must include a certified copy of a DD Form 2345, Military Critical Technical Data Agreement. To obtain certification, contact Defense Logistics Information Service at (800) 352-3572 or http://www.dlis.dla.mi1/jcp/documents.asp. -After obtaining a certified DD Form 2345, each Offeror shall transmit via email its written request for access to solicitation attachments and technical documents containing CUI, with the certified DD Form 2345 attached to the email, to Contract Specialist Samantha Goodyear at samantha.l.goodyear.civ@us.navy.mil and Contracting Officer Scott Segesdy at scott.a.segesdy.civ@us.navy.mil. -Each potential Offeror shall certify that no dissemination of any export? controlled solicitation attachments and technical documents containing CUI subject to this requirement will occur in a manner that would violate applicable export control laws and regulations via submittal of their approved DD Form 2345. Upon review of the written request of the Offeror, verification of Offeror status and acknowledgement of the responsibility under the US Export laws and regulations of the Offeror, the Government will provide the Offeror access to the solicitation attachments and technical documents. -Each Offeror who was granted access to the solicitation attachments and technical documents and later decides to no bid shall provide certification of the destruction of the attachments and technical documents. Each Offeror shall provide the destruction certification on corporate letterhead within 10 business days of such a decision or by the proposal submittal deadline, whichever is earlier via email to the aforementioned contract specialists. All Offerors, other than the successful Offeror(s), shall destroy all solicitation attachments and technical documents obtained and provide proof of such destruction via signed letter on corporate letterhead transmitted via email the aforementioned contract specialists.
