Description
The USAID/West Bank and Gaza (WBG) Mission is seeking highly motivated, highly qualified individuals under U.S. Personal Services Contract (USPSC) who want the opportunity to assist the Contracting Officers representative (COR) in managing the Missions rapid response activity and serve as primary contact for interagency coordination on this effort. The USAID/WBG Mission expects to implement a rapid response activity to improve stability in conflict affected areas in the northern West Bank. Amid increasing violence, the activity will enhance USAIDs ability to reduce conflict while also allowing the Mission to expand geographic areas of focus and concentration of programming, as needed and pending the availability of resources. The USAID/WBG Mission expects to allocate up to $20 million to support the rapid response activity and accompanying small scale infrastructure projects, implemented through a separate mechanism. The goal of the Rapid Response Activity would be to work with conflict affected communities to identify and respond to near-term development needs to improve stability. Specific program objectives are: 1. Alleviate grievances within USAIDs manageable interest. 2. Strengthen community and individual abilities to cope with shocks and stressors; and 3. Provide constructive alternatives for youth. This Activity will be distinguished by its focused geographic scope, layering of interventions, and level of effort dedicated to coordinating with other U.S. Government and donor partners to rapidly identify needs and immediate actions in conflict affected communities. Compared to ongoing USAID programming, this Activity will focus on short-term interventions that mitigate the immediate risk of violence or respond to its impacts.
