For specific instructions, please see DRFP E.2.4. ___________________________________________________________________________ You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Kennedy Space Center (KSC) Grounds Maintenance and Pest Control Services III (KGMPC III) solicitation.� The principal purpose of this requirement is to provide grounds maintenance (grass mowing, edging, herbicide treatment, vegetation control for KSC Railroad tracks, landscaping, and tree and shrub pruning, fertilization), pest control services (pest identification and management, wildlife control, pesticide) and IDIQ task orders (removal of trees, shrubs and stumps, repair and replacement of grasses areas, land clearing, fire line clearing, emergency clean-up, and pest control services, in addition to the baseline pest control services). Langley Research Center (LaRC) will serve as the buying office for this procurement. Once the contract is awarded, the contract will be administered by KSC. The Potential offerors are encouraged to comment on all aspects of the draft solicitation (Attachment D-01: PWS along with the Continuation of SF1449 Section E for Solicitation Provisions: which includes 52.212-1 Instructions to Offerors � Commercial Products and Commercial Services and 52.212-2 Evaluation � Commercial Products and Commercial Services), including the requirements, schedules, proposal instructions, and evaluation approaches, any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work.� Potential offerors should identify any unnecessary or inefficient requirements, encouraged to comment the clarity of the requirements, and the Section E Instructions to Offerors and the Evaluation Criteria. This competitive acquisition will result in a Hybrid Firm-Fixed Price (FFP) with the ability to issue Indefinite Delivery Indefinite Quantity (IDIQ) task orders. The contract will have a total potential period of performance of five (5) years, including a 30-day phase-in, four (4) 12-month option periods, and an option to extend services for up to 6-months beyond the 5-year period of performance. Each period (except for the Phase-in period) will include four (4) CORE CLINs for sustaining Grounds Maintenance and Pest Control Services, which include the following:� CLIN 1 � Mowing and Herbicide; CLIN 2 � Landscaping and Tree Maintenance; CLIN 3 � Pest Control; CLIN 4 � IDIQ. Note: The Phase-in period will be provided on a separate CLIN. The North American Industry Classification System (NAICS) code for this acquisition is 561730, and the small business size standard is $9,500,000. The current planned release date for the Final Request for Proposal (RFP) is on or June 26, 2023, with proposals being due July 26, 2023 (approximately 30 calendar days later). The anticipated contract award date is no later than August 31, 2023, with an effective date of September 1, 2023. The contract will be performed onsite at NASA John F. Kennedy Space Center. The following additional information is provided to assist in understanding this acquisition: A Phase-in period will be conducted.� The phase-in period is currently estimated to be 30 days. Would a 30-day phase-in be feasible based on the requirements of the PWS? The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance. Pre-Solicitation Conference: A pre-solicitation conference will be held on June 15, 2023, at 10:00 a.m., EST.�� The anticipated length of the pre-proposal conference will be about two hours. Transportation will be provided during the site visit, so it is advised that potential offerors arrive on time (reference DRFP E.2.4). Organizational Conflict of Interest: NASA has determined that this acquisition may give rise to a potential organizational conflict of interest (OCI).� Offerors should refer to NFS clause 1852.209-71 Limitation of Future Contracting, for a description of the potential conflict(s) and any restrictions on future contracting.� Reference NFS clause 1852.237-72 Access to Sensitive Information which references the OCI plan as a contract compliance document (DRFP E.2.10.4.4.1.2(a) provides guidance related to OCI mitigation/avoidance plans).� Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA�s EFSS Box: Proposals for this solicitation are required to be submitted through NASA�s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform.� Potential offerors, especially those that have not previously submitted a proposal utilizing NASA�s EFSS Box, are encouraged to review the solicitation instruction entitled �Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA�s EFSS Box� which provides instructions related to the submission of proposal via EFSS Box.� Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA�s EFSS Box. Clarity on Staffing Plan requirements. Volume 2 � Past Performance (reference DRFP E.2.10.4.2 and E.3.2.3) Number of references What is expected for �Proposal Content� and definitions for recent and relevant. Volume 3 � Price (reference DRFP E.2.10.4.3 and E.3.2.4) Attachment D-01 � Performance Work Statement Clarity on the work to be performed at KSC. If a respondent believes their comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately.� However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided a Government response.� The Government will consider all comments received in preparation of the Final RFP.� To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP.� Some DRFP questions and comments may receive a posted response to the GPE if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation.� The Government may also respond via the GPE to comments and/or questions received following the issuance of the Final Request for Proposal (RFP).
