This solicitation does not commit the Government to award a Purchase Order. Solicitation Number: 15DDHQ23R00000021 Solicitation Title: FACA - DEA AOC Grounds Maintenance/Landscape Services RFQ Issue Date: 05/31/2022 NAICS CODE: 561210 Facility Support Services. Issuing Office: DEA, Springfield, VA 22152 Questions Due Date: 10:00 am EST, Wendnesday June 7, 2023 via email robert.j.radke@dea.gov. Proposal Due Date: 10:00 am EST, Wednesday June 14, 2023 via email robert.j.radke@dea.gov. 1. COMMITMENT OF GOVERNMENT TO AWARD AN ORDER AND EXPENDITURE OF FUNDS This solicitation does not commit the Government to award an order. The Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed procurement. 2. INSTRUCTIONS The Quote shall be prepared in a format that will facilitate the evaluation of the quote. Accordingly, the quote shall be structured in such a way as to address, separately, each of the evaluation criteria specified below. 1. Volume I: Factor 1 � Technical Capability 2. Volume II: Factor 2 - Past Performance, Cost/Price 3. EVALUATION (a) Evaluation is performed to determine the Offeror understanding of the work to be performed, their approach, potential for completing the work as specified in the solicitation, and price reasonableness. (b) A technical evaluation will be conducted to determine acceptability of the Offerors quote in accordance with evaluation criteria which were established by the Government prior to receipt of quotation(s). (c) The government reserves the right to only review the lowest priced proposal until a technically acceptable proposal is found. 4. EVALUATION CRITERIA Factor 1 � Technical Capability Factor 2 � Past Performance, Cost/Price Factor 1 � Technical Capability: The offeror shall describe in detail its technical ability to accomplish the Government�s tasking�s referenced in the SOW. The description of your technical capability shall be specific, detailed, and complete enough to clearly and fully demonstrate that you understand the requirement. ��������������� PASS: The Quote will be deemed technically acceptable if it meets or exceeds each one of the minimum technical requirements listed in the Statement of Work. To show that the quote meets the requirements of the Solicitation, the Offeror shall offer to provide a product/service that meets the applicable specifications as set forth in this Solicitation. To allow the Government to determine acceptability, the Offerors Quote shall contain an affirmative statement for each one of the individual requirements, indicating that it offers to meet each individual technical specification. ��������������� FAIL: Quote will be deemed technically unacceptable if it does not demonstrate in writing that it meets each and every individual technical requirement listed in the Statement of Work. A rating of Fail on one item will result in a failed rating overall. Factor 2 � Past Performance: a. The Offeror shall provide up to two (2) past performances for projects that are of a comparable or related nature and complexity to the requirements of the proposed contract by completing the table(s) below. b. The Offeror shall also provide a self-assessment of its own past performance and specifically address its resilience in the face of trouble, resourcefulness, and management determination to see that the organization lived up to commitments or standards. c. The Offeror shall provide examples of accomplishments to indicate an ability to implement the proposed methods and techniques for solving problems (examples should cite specific situations which occurred and how resolution was reached). d. The Offeror shall list any contracts that have been terminated for convenience, cause or default in the past 2 years�indicating the other party to the contract, point of contact, and phone number; if none, please make affirmative statement to that effect. e. The Government will evaluate reference checks, its own knowledge/experience, and/or information obtained from other sources which may include, but not necessarily be limited to, other Government contracting offices, the Contractor Performance Assessment Reporting System (CPARS). Evaluation of Offer: ��������������� Acceptable - Based on the Offeror�s recent (2 years or less) relevant performance record, the Government has a reasonable expectation that the Offeror will successfully perform the required effort. (�Relevant� defined as past performance that was similar in size, scope and complexity� to the requirements of this solicitation). ��������������� Unacceptable - Based on the Offeror�s performance record, the Government does not have a reasonable expectation that the Offeror will successfully perform the required effort. ��������������� Neutral - No past performance record or recent relevant performance record; does not count favorably or unfavorably in the rating scheme. The Offeror�s performance record is unknown or does not provide performance record will not count favorably. Price: Quoted price(s) will be evaluated using techniques specified in FAR 15.404-1 Proposal analysis techniques, which may include, but not limited to, comparison to the Independent Government Cost Estimate (IGCE) and evaluation for reasonableness. 5. BASIS FOR AWARD a. The Government anticipates the award of a firm-fixed price Purchase Order to one technically acceptable and qualified, responsive offeror that provides the lowest evaluated price, matched with a technically acceptable offer. This is a procurement using the Lowest Price Technically Acceptable (LPTA) process. b. The Government will determine lowest evaluated price based on the bottom line grand total price derived within from the evaluated proposal; which includes unit pricing from the Offerors� quoted unit prices provided for each item within the Line Item Pricing in section 2 solicitation. Additionally, the Government will ensure reasonableness by comparing quoted pricing to the IGCE and open market research.
