Title: 21 STS Mobility Training Support Pre-Solicitation #: H92429-23-Q-0006 Procurement Type:� Pre-solicitation Classification Code: U013 NAICS: 611692 � Automobile Driving Schools SB Set Aside:� Total SB Set Aside Questions Due Date:� 20 June 2023 1500 CST Response Date: 30 June 2023 at 1200PM CST Description: THIS IS A PRE-SOLICITATION NOTICE AND DOES NOT CONSTITUE A PROPOSAL REQUEST AT THIS TIME.� PLEASE PROVIDE YOUR COMPANIES CAPABILITY PACKAGE IN RESPONSE TO THIS NOTICE.� The contractor shall provide all labor, communications, transportation, supervision and other supplies and services necessary to support in all aspects of austere mobility and sustainment to execute missions in terrain currently or possibly seen by SOF units. Mobility training provided by the instructor shall focus on 4x4 driving principles, vehicle preservation, planning and sustainment, and hands-on learning in austere terrain. One (1) iteration of training shall be provided to eight (8) 2-person teams (16 students) in a five (5) day mobility course of instruction encompassing proven tactics, techniques, and procedures that promote mission success and survivability of 4x4 off-road mobility operations. This training shall include current tactics, techniques, and procedures by subject matter expertise (SME)/instruction, materials, vehicles, and miscellaneous support. The course will at a minimum have 1 day of mechanical, recovery, navigation and driving classes which may be executed while conducting the overland movement in the field. The course will provide field-based vehicle extractions and rigging multiple vehicle recovery scenarios in an austere environment. The course shall be a true desert overland of 500 miles minimum. Additionally, contractors who are determined capable will be required to sign an NDA before receiving the specific dates, PWS, and the Official Solicitation. Instructor Requirements: ***RESUMES ARE REQUIRED FOR INSTRUCTORS AND MECHANIC*** Instructor to student ratio shall not exceed 1:2 (8 instructors minimum) Driving Instructor/Subject Matter Expert (SME): The Driving Instructors shall each possess a minimum of 12 years of experience in off road driving and competitions. The instructors must also have previously driven a minimum of 4 times in an austere locations (South America, Africa, Mexico, Afghanistan, or other predominantly mountainous locations) which include rocky, desert, and mountainous terrain. The instructors must be proficient in all aspects of tactical communications (ability to have military communications between vehicles), GPS navigation, and 4X4 vehicle operations and maintenance. The Lead Instructor shall have extensive knowledge in the preparation of international, austere off-road driving courses, preparation, and the conduct of endurance off-road courses, convoy operations, After Action Reports, and student critiques and the ability to supervise and manage a team of Contractor personnel. Mechanic: Provide 1 Resume to meet the following Mechanic: The Mechanic shall possess a minimum of 15 years� experience in all aspects of four-wheel drive systems design and operations, field expedient repairs, and vehicle recovery. In addition, the Mechanic shall possess the ability to plan, conduct, and supervise practical exercises of vehicle breakage and maintenance and possess effective coaching, mentoring, and critiquing. Finally, the mechanics shall be an Automotive Service Excellence Certified Master Technician. Prior Master Mechanic experience is preferred. The mechanic can be an instructor, as long has they meet all requirements covered in 1.3.1. The instructors and mechanic must be able to provide necessary documents as credentials (i.e. resume, career brief, job history, orders, or retirement summary). All Instructors proposed for this effort shall be considered Subject Matter Experts (SME). SME's are certain experienced professional and/or technical personnel that are essential for successful accomplishment of the work to be performed in support of this requirement. If any of the proposed personnel become unavailable for performance prior to or during performance of this requirement, the contractor shall promptly notify the Contracting Officer within 24 hours. The resume(s) of the replacement personnel shall be submitted to the Contracting Officer for review and approval within 48 hours of notification that contracted personnel are unavailable. Notification of approval or disapproval will sent to the contractor within 48 hours after receipt of the resume(s). The Government will list the Key Personnel in the resulting contract through a contract modification. The instructors shall explain proper procedures verbally, demonstrate physically, and provide hands-on opportunities and feedback/progress reports for each student. The course shall not be in the lecture format. A �learn by doing� approach shall be used in conjunction with an advanced learning philosophy, repetition, varying degrees of stressors and all practical learning environments. Contractor Material Requirements: Any personal protective equipment (PPE) required for safe training that is not government provided (helmet, body armor, eye protection, uniform, boots). Any such equipment must be in quantities/sizes sufficient to protect all students. Equipment shall be in good condition and working order and be properly sized to each student. The contractor�s chosen location shall possess restrooms and classrooms on site and must have available lodging options for personnel within 15 miles of the training location. The contractor�s chosen location shall possess a consolidated area for pre-mission gear preparation, gear storage, and mission planning. The contractor�s chosen location shall possess food and drink establishments to purchase daily meals and food and drink for field operations within 15 miles of range the location. NSCV-type training vehicles for use throughout training, to include 4-wheel drive, high center-of-gravity vehicles that emulate the current SOCOM Program of Record NSCV vehicles, which are Toyota Hilux and Toyota Land Cruiser. Vehicles shall be in sound mechanical condition, with all preventative maintenance completed. All training vehicles (NSCVs) shall be equipped, at minimum, with ROPS (roll-over protection system) and fire extinguishers. Contractor shall ensure that the training platforms are properly maintained and ready for safe operation on a daily basis, prior to the beginning of each training day. Any and all supplies, equipment and manpower necessary for training vehicle refueling, maintenance and repair. The awarded contractor will provide: all vehicle related training tools to include: parts for maintenance, tools, winches, vehicle recovery kits, and fuel. Contractor Minimum Facility Requirements: The awarded contractor�s training complex shall be located within the Continental United States and possess, at a minimum, the below listed specialty ranges, training areas and facilities to fulfill the training and logistical requirements of this PWS: Mobility training course must include desert overland movement to provide the most accurate terrain that 21st STS personnel will encounter during deployed operations. Desert Environment requirement: Multi-day Course (5-days) for practical field-training or classroom Predominately Desert Terrain Over 500 Miles in Length (Non-repeatable terrain) Washed Out Roads Terrain Suitable for High-Speed Driving (over 50 MPH) Sand/Dirt Loose, and Occasional Steep Terrain Low Traction Terrain Ability for Driving at Night Sites for Camping Along Course Quantity: One (1), Five (5) day austere desert terrain mobility course Unit of Issue: 1 LOT Destination: Performance at Contractor's location within the United States How to Obtain Solicitation: Provide capability statement AND resumes proving how the contractor meets the specifications/qualifications VIA EMAIL to Capt John Miner, john.miner.3@us.af.mil by the presolicitation notice response date.
