Title Refurbished Medfusion 3500 Syringe Pumps for the Critical Care Medicine Department (CCMD) Product Service Code: 6640 NAICS Code: 339112 Place of Performance: Bethesda, MD 20892 POTS: 23-008995 Description This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price contract to Medline Industries, LP. 3 Lakes DR Northfield, Illinois 60093-2753 on a sole source basis for the procurement of the Refurbished Medfusion 3500 Syringe Pumps needed by the Critical Care Medicine Department (CCMD) at the NIH Clinical Center (CC). The CCMD conducts active research programs in bedside clinical investigations, research in animal models, and molecular biology. The purpose of this requirement is to acquire the Refurbished Medfusion 3500 Syringe pumps. The infusion pumps are used for preclinical studies evaluating the mechanisms and treatment of human critical illnesses. These studies require intravenous infusion of up to seven different fluids and medications at one time, often at exceedingly low volumes. The integrity of the studies is dependent upon reliable dosing. The Medfusion 3500 pumps are the only known pumps that allow for highly accurate continuous infusions with rates as low as 0.01mL/hr, pumps compatible across the range. This procurement is imperative in order to protect integrity and outcome of the research. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 � Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.� Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Interested parties may identify their interest and capabilities in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this posting number, may be submitted to the CC, Office of Purchasing and Contracts, prior to the closing date specified in this announcement, electronically to the attention of Tasha Lowe, Contract Specialist, lowet2@mail.nih.gov by the due date June 13, 2023 and time marked in this notice.
