Description
The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 20 (NCO 20) is conducting a market survey and is seeking potential sources for an LI-COR Pearl Service Contract. .This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing the information provided.     Responses shall be submitted to Denise Patches at Denise.Patches@va.gov by 1:00PM 06/15/2022 SUBJECT: RFI 36C26023Q0685 LI-COR Pearl Service Contract   This notice is intended strictly for market research. The Government will in no way be bound to this information if any solicitation is issued.  LI-COR Pearl Service Contract Requested Salient Characteristics: 1. Contract Title. LI-COR PEARL Service Contract 2. Background. The Northwest MIRECC is Congressionally-mandated to investigate the hidden wounds of war posttraumatic stress disorder and traumatic brain injury. The sensitive equipment used by the MIRECC requires continued preventive services and maintenance to sustain operations related to small animal in-vivo live imaging and documentation. This system is a delicate and complex scientific instrument and therefore must be maintained and calibrated by either the original manufacturer, LI-COR, or a manufacturer approved service technician using manufacturer approved parts. This critical equipment supports important on-going scientific research at VA Puget Sound that benefits Veterans. 3. Scope. The service plan must ensure that a LI-COR approved service engineer will troubleshoot and repair the instrument with certified LI-COR parts. The general scale of work is limited to servicing, preventive maintenance, technical support, and repair of one LI-COR small animal in-vivo imaging system. The contract is limited to instrumentation that is currently located on the 1st floor of building 13, VA Puget Sound. Coverage is for the T LI-COR small animal in-vivo imaging system (SN: PRL-3188). There are no other tasks required within the facility except the above-mentioned tasks related to this particular instrument, located in room 109 of building 13. 4. Specific Tasks. Task 1. Contract will include repair service with coverage for LI-COR certified parts, travel and labor performed by a LI-COR approved service technician. Task 2. Contract will include free live software webinars abnd technical support via email or phone. Task 3. Contract will include one on-site preventative maintenance visit per annual contract period. Task 4. The equipment is not under a service contract. Coverage will begin when contract is awarded and continue for twelve months with the addition of three optional years without obligation. Task 5. Contract will include a 10% reagent discount. The service contract will cover the following equipment: LI-COR Pearl Small Animal Imaging System, Serial Number: PRL-3188 5. Performance Monitoring All monitoring of this contract will be done by the MIRECC laboratory managers and scientists (POCs) assigned to manage the shared equipment of the MIRECC on the 1st floor of building 13, VA Puget Sound. Any failure of the company to comply with any part of this contract will be immediately reported by the POCs to Dr. Jeffrey Iliff and the assigned contracting officer. 6. Security Requirements. In the performance of the contractor s duties on site if required, all contractor personnel are required to take the appropriate instructional classes through our Lab Safety Program and/or complete a visitor compliance form and must be escorted at all times within the facility. Any work to be performed under this contract is within research space and specifically in room 109of building 13, VA Puget Sound. These areas are non-clinical spaces and are secured by swipe card badges and unique keys providing a double layer of protection as well as direct observation by the escorting scientist or laboratory manager. This piece of equipment is for small animal live in-vivo imaging and documentation, therefore no VA sensitive data or patient information is involved, the listed equipment does not connect to the VA LAN. Each service appointment will be scheduled in advance by one of the scientist or laboratory manager POCs. Regarding Information security; the C&A requirements do not apply, a Security Accreditation Package is not required. 7. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). None 8. Other Pertinent Information or Special Considerations. There is no government furnished equipment or government furnished information. a. Identification of Possible Follow-on Work. N/A b. Inspection and Acceptance Criteria. See 5 above. 8. Risk Control. This is a low risk contract. 9. Place of Performance. Work will be performed through telephone and email conversations or actual on-site inspections and repair of the equipment. MIRECC Research Areas Bldg. 13, Room 109 1660 S. Columbian Way Seattle, WA 98108 10. Period of Performance. The start date will begin when the contract is awarded and will end 12 months from the start date with the addition of three option years without obligation. 11. National Holidays. Work shall not be performed on the following legal government holidays: New Year s Day Jan 1st Martin Luther King Day 3rd Monday in January President s Day 3rd Monday in February Memorial Day Last Monday in May Juneteenth June 19 Independence Day July 4th Labor Day 1st Monday in September Columbus Day 2nd Monday in October Veteran Day November 11th Thanksgiving 4th Thursday in November Christmas December 25th If a holiday falls on Sunday, the following Monday will be observed as the national Holiday. When a holiday falls on a Saturday, the proceeding Friday is observed as the national Holiday. Also included would be any day specifically declared by the President of the United States as a National Holiday. 12. Delivery Schedule. No deliverables.
