- SOURCES SOUGHT SYNOPSIS The Regional Contracting Office MCI-West is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for CyberFEDS on the Web. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 519210 (Web Search Portals). THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. [Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; �2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and �4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Statement of Work (SOW) Background Per MCO CHRO is required to provide timely, responsive, and comprehensive installation HR support to management and employees throughout the West coast region. The CHRO require regular up to the minute updates on the status of legislation, case law, rulemaking and associated regulatory guidance affecting MCIWEST installation labor and worker compensation programs in order to provide informed and proactive HR advice to the command(s).� LRP services maintains the CyberFeds website. LRP Publications, Inc. is the sole source of CyberFeds on the Web. CyberFeds is the only known source where Labor & Employment HR personnel can find its regulations, polices and guidance from multiple government agencies in one location. Specifically, CyberFeds pulls information from all other administrative agencies such as: EEOC, MSPB, OSC, GAO, OPM, DOL and combines those agencies rules and regulations into one usable resource tool.� Objectives The current contract for CHRO CyberFeds subscription expires on 25 September 2023. Therefore, a new contract is required by 26 June 2023. Request a base contract with 4 option years. Access is for multiple users for CyberFeds on the Web, and Worker�s Compensation on CyberFeds. Regular updates are essential to ensure installation labor and employment programs are operating in compliance and Marine Corps relationships with local, state and federal regulators, as well as the surrounding community, are not compromised. No delivery or installation address is required as this is an online subscription. Scope��� Access to CyberFeds will provide HR employees with concise legal and case information which will allow CHRO to provide timely responsive and comprehensive guidance to all commanders and their staffs in the Western region. Tasks Contract must provide access for multiple users for CyberFeds on the Web, and Worker�s compensation on CyberFeds. Service must provide 24/7 access, 365 days per year, to decisions, news and trends, statutes and regulations, and commentary analyses. Subscribers should receive free full phone training or quick tip sessions from experienced trainers. Training and technical assistance hotline must be available Monday � Friday 8am to 6pm Eastern Time. Contract is for access to a web based program. IT Waiver is provided. Security There are no unique security requirements associated with this contract. Travel There is no travel requirements associated with this contract. Special Material Requirements There are no special materials required for this contract. Other Unique Requirements N/A Place of Performance Contract is for a web based program which will be accessed via government computers at various CHROs within the West Coast, such as: CHRO MCB Camp Pendleton, 29 Palms, MCLB Barstow, MCRD, MCAS Miramar, and MCAS Yuma. Period of Performance Base contract is for 26 Sept 2023 � 31 May 2024 and 4 Option Years with a Period of Performance starting on 1 June � 31 May of subsequent years.
