- The �United States Air Force, at Wright Patterson AFB �is issuing this Notice to Award Sole Source Synopsis as a means of conducting market research to identify parties having an interest in, and the resources to support and address requirements for the USAF only Component Improvement Program (CIP) initiatives for the T53 engine, with emphasis on maintaining the engine fleet in operational status with the best hardware currently available. The T53 is a mature, relatively simple engine with a three-level maintenance (3LM) concept. The field unit performs removal�and replacement activities. The engine is removed every 1,250 hours for a scheduled hot section inspection and every 2,500 hours for scheduled mid-life inspection, with full overhauls performed after 5,000 hours of flight. �Based on USAF force structure guidance, the T53 Program Office has no official retirement date of the TH-1H.�� The CIP contract contains annual delivery orders with two overarching Engineering Project Description (EPD) to oversee and manage the day-to-day activities of the CIP contract. The purpose of the first EPD is to provide the program management functions required for the execution of the CIP contract and encompasses the management of the various activities within the CIP to ensure all technical, schedule, reporting, safety, logistics, financial goals and responses required to questions from USAF, MAJCOM, and other customers.��This EPD includes the preparation of all contracted CIP reports, support of CIP conferences and technical meetings on an as needed basis, and control of Government-owned property. Additionally, the T53 CIP provides the engineering designs, material costs, testing, and reporting of new hardware for T53-L-703 engines currently in the field. The second EPD manages the Service Related Deficiencies (SRD). The SRD EPD is to investigate service-related deficiencies on engine components and systems that are identified by the T53 community as having a safety or reliability impact and recommend a corrective action.��Investigations may encompass engineering analysis, failure laboratory analysis, and other data gathering exercises. �This EPD is anticipated to operate for the duration of T53 CIP. Potential vendors MUST possess necessary technical data, specialized tooling, testing equipment, and facilities to inspect, produce and test the T53 engine and components in accordance with the applicable drawings.
