- DAOMARADSS2301 PROFESSIONAL NAVAL ARCHITECT AND MARINE ENGINEERING SERVICES INDEFINITE-DELIVERY INDEFINITE-QUANTITY REQUEST FOR QUALIFICATIONS ATTENTION: Submission of a completed Standard Form (SF) 330, Architect Engineer Qualifications, is required. There is no separate Request for Proposal (RFP). THIS REQUEST FOR QUALIFICATIONS (RFQ) is intended for small businesses with intention of being a total Small Business Set-Aside. Consideration is being restricted to contractors that meet the requirements of the applicable Small Business size standard of $25.5 million regulated under NAICS 541330 (Engineering Services).� This procurement will result in one Indefinite Delivery-Indefinite Quantity (IDIQ) contract for naval architect and marine engineering services for the U.S. Maritime Administration (MARAD). These services will be procured in accordance with 40 U.S.C Chapter 11, Selection of Architects and Engineers, as implemented by FAR Subpart 36.6. The IDIQ contract will be for a base period of one year and four one-year option periods. The total fee for the contract term shall not exceed $5,000,000. The guaranteed minimum for the contract term is $5,000 per year including each one-year option period, if exercised. Firm-fixed price (FFP) task orders (TO) will be negotiated for this contract. There will be no dollar limit per TO and no dollar limit per year. Estimated start date is October 2023. 1.�� �Introduction� 1.1�� �MARAD is an agency of the United States Department of Transportation (DOT). MARAD requires the services of an Architect-Engineer (A-E) with strong qualifications in Naval Architecture and Marine Engineering capabilities to provide professional A-E services in relation to the various vessels assigned to MARAD. MARAD vessels include the following:� 1.1.1�� �Ready Reserve Force (RRF) Program Initiated in 1976 as a subset of the MARAD National Defense Reserve Fleet (NDRF) supporting the rapid worldwide deployment of U.S. military forces. As a key element of Department of Defense (DOD) strategic sealift, the RRF primarily supports transport of Army and Marine Corps unit equipment, combat support equipment, and initial resupply during the critical surge period before commercial ships can be marshaled. The RRF, a component of the NDRF, provides nearly all the government-owned surge sealift capability. Management of the RRF program is defined by a Memorandum of Agreement (MOA) between DOD and DOT. MARAD is currently responsible for roughly 50 RRF Program Vessels. These vessels are maintained in a Reduced Operational Status (ROS) capable of being activated and tendered to Military Sealift Command (MSC) within 120 hours. Each vessel is operated under contracts with Ship Managers who furnishes ROS crewmembers during the ROS readiness status, and who fully crew each assigned vessel during activation when the vessel is ordered for a mission or other activation requirements. 1.1.2�� �National Defense Reserve Fleet (NDRF) The NDRF consists of ships, mostly merchant vessels, that can be activated within 20 to 120 days to provide shipping for the United States of America during national emergencies, either military or non-military, such as commercial shipping crises. The NDRF is managed by MARAD. It is a different entity from the United States Navy reserve fleets, which consist largely of warships. NDRF vessels assigned to MARAD are at the fleet sites at James River Reserve Fleet (Virginia), Beaumont Reserve Fleet (Texas), and the Suisun Bay Reserve Fleet (California). Two vessels are managed for the Missile Defense Agency by MARAD. 1.1.3�� �Maritime Academy Training Ships MARAD provides training ships to the U.S. Merchant Marine Academy at Kings Point, NY, and public state maritime academies. The public state-run academies are in Maine, Massachusetts, New York, Texas, California, and Michigan. 1.1.4�� �MARAD Owned/Leased Sites MARAD owns and leases multiple lay berth facilities across the Continental United States.� 2.�� �CONTRACT INFORMATION 2.1�� �MARAD desires to enter into contract with a highly qualified and capable A-E firm under an Indefinite-Quantity, Indefinite-Delivery (IDIQ) TO contract to perform a variety of professional A-E services in support of the full range of assigned vessels and fleet craft.� 2.2�� �The selection procedure of this acquisition shall be in conformance with Public Law 92- 582 (Brooks A-E Act) and FAR Part 36. Award of an IDIQ TO contract is anticipated. The contract will be awarded for a base year and up to four one-year option periods as listed below: Base Period:�� �Oct 01, 2023 through Sep 30, 2024 Option Period One:�� �Oct 01, 2024 through Sep 30, 2025 Option Period Two:�� �Oct 01, 2025 through Sep 30, 2026 Option Period Three:� �Oct 01, 2026 through Sep 30, 2027 Option Period Four:�� �Oct 01, 2027 through Sep 30, 2028 3.�� �PROJECT INFORMATION 3.1�� �Indefinite-Delivery, Indefinite-Quantity Contract 3.2�� �The selected A-E shall be authorized by specific TOs to provide naval architect and engineering support services for ships and facilities owned and/or operated by MARAD. The efforts outlined herein are required to assist MARAD in performing studies, surveys, engineering and design work to satisfy technical needs for a variety of projects. The engineering support requested shall be provided by the A-E directly and/or through specialty consultants via individual TOs awarded under this contract. 3.3�� �The contract resulting from this Request for Qualifications will be an IDIQ contract. All work to be performed under the contract will be issued via TO. TOs issued under this contract may be either FFP, or time and materials orders that include a not-to-exceed ceiling price. MARAD strongly prefers FFP orders and will endeavor to reach an agreement on the basis of an FFP. However, should circumstances arise wherein it is not possible at the time of placing the TO to estimate accurately the extent or duration of the work or to anticipate costs with any reasonable degree of confidence, the Contracting Officer (CO) may determine to use a time-and-materials approach in lieu of FFP. The Government is not obligated to issue any TOs under this contract beyond that required in ordering the guaranteed minimum work during each authorized annual period of performance. 3.4�� �For the initial contract and subsequent option years, the A-E will be guaranteed a minimum of $5,000 of work per year, with anticipated typical level of effort of $100,000 of work per year, and a maximum total annual level of effort of $750,000. The guaranteed minimum work amount may be awarded at any time during the Base Period of Performance or any exercised One Year Option Period of Performance. Scope in Support of MARAD Assigned Vessels� 3.5�� �The A-E shall provide all labor, supervision, tools, materials, parts, travel, and equipment necessary to perform analytical, technical, management and engineering support services for vessels and facilities owed and/or operated by MARAD. The A-E is responsible for any required coordination with regulatory agencies (e.g., United States Coast Guard (USCG), American Bureau of Shipping (ABS), the cost to review and approve drawings shall be included in the contractor�s cost. The Government will provide directions and access to facilities and vessels). 3.6�� �The A-E shall develop Statements of Work (SOW) and Performance Work Statements (PWS) based on MARAD�s Statement of Objectives (SOO). The SOW or PWS shall be approved by MARAD prior to the issuance of a TO. The A-E shall develop the engineering related documentation (i.e., studies, specific repair and alteration plans and specifications, reports and analyses) necessary to improve operational reliability and safety, economy of operations aboard ships as well as to be used in formulating MARAD fleet instructions and directives in order to facilitate these improvements.� 3.7�� �The A-E shall perform the studies and analyses necessary to identify and implement potential areas of cost savings to MARAD and the U.S. Government. 3.8�� �The A-E shall revise operational manuals (i.e., Operations Management Manual, Directors Manual for Activation of the RRF and the RRF Activation Facilities Handbook) as needed and participate in the development of the new RRF management tools (i.e., Maintenance and Repair (M&R) Policy Directive Circulars) as required. 3.9�� �The A-E shall provide technical and administrative support to MARAD as needed regarding issues related to ship operations such as shipboard standardization, drafting vessel response plans, developing ""Oil Spill"" training agendas and formulating computerized vessel stability and spill prevention equipment. 3.10�� �The A-E shall provide modifications and upgrades packages as needed inclusive of design, engineering, ABS and USCG approved drawings, hardware/materials required, equipment/system and shipboard alterations, and modifications to testing and acceptance procedures. 3.11�� �The following is a list of the types of tasks anticipated to be performed under this contract: Mechanical, Electrical, Piping, Fire Suppression, Hydraulic System Conceptual and Detailed Design; ��� �Structural and longitudinal strength and fatigue analysis;� ?�� �Marine, Mechanical, Electrical and Structural Troubleshooting and Failure Analysis, to include Root Cause Analysis; ?�� �Naval Architectural Studies including Mooring and Anchorage Studies; ?�� �Structural Analysis including Finite Element Model (FEM); ?�� �Time and Cost Estimating; ?�� �Economic Analysis of Engineering or Operational Options; ?�� �Project Management, Planning and Scheduling Services; ?�� �Computer Analysis and Computer Programming Services; ?�� �Preparation of Ship, Fleet Craft, and Lay berth Repair/Upgrade and Conversion Specifications; ?�� �Preparation of Standard Shipyard Specifications; ?�� �Vessel Preservation� ?�� �Vessel ROS Lay-up Procedures; ?�� �Preparation of Vessel Operating Procedures; ?�� �Ship Deficiency Surveys; ?�� �Ship Condition Surveys; ?�� �Turnkey type modifications and upgrades; ?�� �Review of new laws, rules, and regulations for impact on MARAD. � 4.0 GOVERNMENT FURNISHED PROPERTY AND SERVICES Each TO will define what the government furnished property and services will be provided (i.e., ship access, ship information). 5.0 CONTRACTOR FURNISHED ITEMS The contractor shall provide all management, supervision, necessary services/labor, Professional services of an architectural or engineering nature is to be performed or approved by a person licensed, registered or certified to provide such services, if required by law.� 6.0 SELECTION CRITERIA An evaluation board will review qualification statements and make a recommendation to the selection authority of the three most highly qualified firms responding to this notice. In arriving at its recommendation, the board will apply the selection criteria below listed in descending order of importance:� 6.1 Specialized Experience and Technical Competence. SF-330, Part I, Section F. Firms will be evaluated on specialized experience and technical competence in the performance of services similar in scope to those anticipated under this requirement in terms of recent and relevant experience with regards to the types of tasks listed at. � 6.2 Firms shall list only current projects or projects completed by the firm(s) in the past three years from the date of this Request for Qualifications. Evaluators will consider the relevancy of projects identified as it relates to firm's specific experience in performing tasks listed in 3.2.7. All the required example projects must be completed by the offeror. Projects completed more recently will be evaluated more advantageously. Identify any key personnel in SF-330, Part I, Section G that worked on the projects and their role. Specialized experience and technical competency will be evaluated for ability to support the broad range of work required for this contract, as demonstrated by firm's example projects. 6.3 Key personnel's professional qualifications and specialized experience in naval architectural and marine engineering services described in Selection Criteria 4.1. Key personnel are identified as Project Manager, Project Naval Architect, Project Marine Engineer, Senior Engineer, Senior Designer, Cost Estimator, and Specification Writer. Provide a maximum of five (5) relevant projects completed within the past three years for each key person which best describe recent specialized experience in the specified design and engineering services discussed above. Should more than five projects be submitted, only the first five will be considered and the remaining projects will be disregarded. Each project shall include: Point of contact name (Engineering in Charge/Owner, e-mail address, phone number, contract number of project identification number, contract period of performance and contract award amount).� 6.4 Capacity. Within the SF-330, Part I, Block H, demonstrate how the firm will manage, coordinate and administer the work within the prime and among any teaming partners. Firms with greater capacity shall be given more consideration in the selection process. Teaming partners, if any, to be included by the prime firm in their response should be clearly identified as such for evaluation purposes and will later be agreed to during negotiations of any resultant contract. SF-330, Part II, Block 11 will be evaluated to assist in determining this factor. SF-330 Blocks C, D, and F will also be evaluated to support this criterion. SF-330, Part II shall be provided for the specific prime office expected to lead this effort and teaming partners proposed to perform the work. In Block 9c (1), enter the total number of employees for the firm and in Block 9c (2) enter the total number of employees for this office. Responses will be evaluated to determine the following requirements:� 6.4.1 capacity to perform work in-house and with teaming members (if any); 6.4.2 ability to support concurrent and geographically dispersed projects as demonstrated through firms management approach; 6.4.3 strength of project management to include administrative, communications, project tracking, and issue resolution within prime and among teaming members; and� 6.4.4 address current dollar value of work of the team, established team and prime offices that can support such work and your management approach to your on-going work.� 6.4.5 Past Performance. SF-330 Block H. For the example projects provided under Specialized Experience and Technical Competence, cite past performance in terms of cost control, quality of work and compliance with performance schedules. The firm shall provide reference information to include project name, contract number, point of contact, current phone number, and email address for each project provided under Specialized Experience and Technical Competence. Successful performance on past projects similar to the types of work listed in 3.2.7 will be given greater consideration. 7. ORAL PRESENTATION� 7.1 In addition to submission of the SF-330 (latest version) A-E Qualifications, discussions will be held with at least three of the most highly qualified firms regarding furnishing of the required services. 8. SUBMISSION REQUIREMENT A&E firms responding to this announcement must submit all required documents electronically to Robert McDermott at robert.mcdermott@dot.gov.
