- 2 Purpose and Objectives The intent of this Sources Sought Notice is to identify capable and responsible small businesses, including Service Disabled and Veteran Owned small business authorized distributors, or any business size, capable of providing the items as listed in the attached Statement of Work. NAICS Code: 541350 Building Inspection Services These items are for the Department of Veteran Affairs, at James A. Haley Veterans Hospital, 13000 Bruce B. Downs Blvd, Tampa, Florida 33612. James A. Haley is requesting contractors provide Services that meets or exceed the physical, functional, and performance of the listed salient characteristics. Responses to this Notice should demonstrate the firm's ability, capability, and responsibility to provide the principal components of supplies listed in the attached document. Responses should include a Capability Statement and Authorized Distributor Letter with the Business Name, Address, Point Of Contact, And Socio-Economic Status. Are you able to provide the items listed? If so, please provide the following information: 1. Business Type. Are you a VOSB or SDVOSB? 2. Will you be submitting an exact item match or an equal product? 3. What type of quote will you be able to submit, Open Market or Federal Supply Schedule (FSS)? 4. You may add any additional information that you would like, such as price or delivery capabilities on a voluntary basis. This Is Not A Request For Quotes. This is a Request for Information (RFI) for market research purposes only to find potential sources. Nothing stated in this communication by any Government Official shall be treated as direction or a request to the vendor for delivery or performance. Only the Contracting Officer has the legal authority to bind the U.S. Government. You must be an authorized distributor of the products for the items of your submittal. Please provide proof of designation or official letter from the manufacturer. No awards will be made solely from the responses of this RFI. A description of the needed items is below: Campus wide Life Safety Assessment All information is to be submitted via e-mail at Walida.MooreSaintil@va.gov. Information provided will not be returned. All responses shall be in the English Language. Responses are due by 15:00pm EST on Thursday, June 15th, 2023. No submissions will be accepted after this date and time. Questions can be submitted electronically to Walida.MooreSaintil@va.gov. This is a Sources Sought Notice and submissions will be used for informational and planning purposes only. This notice DOES NOT CONSTITUTE a formal Request for Quote (RFQ), NOR IS THE GOVERNMENT OBLIGATED to issue an RFQ. In addition, the Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this survey. DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Performance Work Statement (PWS) Place of Performance: James A. Haley Veterans Hospital (JAHVH) main campus at 13000 Bruce B. Downs Blvd Tampa Fl. Scope of Work: James A. Haley Veterans Hospital requires a comprehensive Life Safety Assessment to be performed by a qualified and experienced Fire Protection Engineer (or team of engineers for larger facilities) to fully inspect an existing healthcare facility. The contractor is to ensure all fire protection related features meet relevant NFPA codes and to ensure that the facility s Life Safety Drawings are accurate and meet the applicable requirements of NFPA 101 and The Joint Commissions Statement of Condition (SOC) requirements. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personnel services necessary to perform life safety assessments of building 1, building 30, building 32, building 38, building 40 and building 68. The Life Safety Drawings for each building will be provided by the Contracting Officer Representative (COR) to the contractor prior to the assessment. This agreement will include a complete life safety assessment for all buildings (1, 30, 32, 38, 40 and 68), a report of findings with associated standards, photos of each deficiency, corrective actions and an update to the facilities Life Safety Drawings. Security Requirements: The C&A requirements do not apply, and a Security Accreditation Package is not required. Description of Services/General Information: a. Hours of Operation and Scheduling: The contractor shall provide complete Life Safety Assessment services for the James A. Haley Veterans Hospital. The Life Safety Assessment will be performed Monday through Friday 0800-1830. Highly occupied and/or critical areas will need to be scheduled with the COR prior to the inspection for times outside of the normal operating hours from 0800-1600 to minimize impact to patient care. The contractor is not to perform work on weekends or the following observed holidays: New Year s Day January 1 Martin Luther King s Birthday 3rd Monday in January President s Day 3rd Monday in February Memorial Day Last Monday in May Juneteenth June 19th Independence Day July 4th Labor Day 1st Monday in September Columbus Day 2nd Monday in October Veteran s Day November 11 Thanksgiving Day Last Thursday in November Christmas Day December 25 Note: This includes any other day declared by the President of the United States to be a national holiday. This service is to assess building 1, building 30, building 32, building 38, building 40 and building 68 to ensure all fire protection related features are in accordance with relevant NFPA codes, report deficiencies, and update facility Life Safety Drawings. The contractor will demonstrate an adequate standard of care when performing the assessment by utilizing published or enunciated, peer reviewed industry appropriate standards of practice. Description of Services: The Contractor shall complete the Life Safety Assessment utilizing the most current approved edition of the Life Safety Code NFPA 101 applicable to the existing buildings. Contractor shall document any discrepancies between existing Life Safety drawings and the actual conditions and update the Life Safety drawings for the facility. Contractor will provide a written report of all deficiency findings with reference to the code standard and with recommendations for correction. Contractor will perform survey on consecutive days unless a different schedule is approved by the Facility COR or designee. The on-site portion of the survey should be conducted within 30 calendar days of contract award. Final report of deficiencies will be submitted within 30 calendar days of the on-site survey. Updated life Safety Drawings will be submitted within 90 days of the on-site survey. Contractor is to provide complete life safety assessment services for each building 1, 30, 32, 38, 40 and 68. The buildings information is provided below to include number of floors, occupancy type, and square footage.
