Description

This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Nikon Instruments Inc. The National Institute of Allergy and Infectious Diseases (NIAID)�s Vaccine Research Center (VRC) requires a maintenance/service agreement for the �Nikon A1Ssi/GaAsP/LU-NV Laser Scanning Confocal Microscope. Program requires original manufacturer equipment (OEM) parts and services from Nikon in order to maintain the highest quality of service, support, and parts. Using non-OEM conforming parts may threaten the integrity of the equipment being serviced. Program also needs Nikon software upgrades which are only provided by Nikon/the OEM. The services required are as follows: Scope: Contractor to provide all labor, material and equipment to provide service/preventative maintenance for the following government-owned equipment: A1S Controller and Detector S/N 40057 LU-NV S/N 70302 Detector Unit S/N 59516 Spectral Detector S/N 66586� � � � � � Service/Preventative Maintenance includes: NIS-Elements software updates included One Preventative Maintenance (PM) visit with eligible Service Agreement Selection Nikon's exceptional service and support by certified Biosystem Service Specialists Consultation with Nikon technical experts Repair Parts, Labor and Travel included Pre-approved repair and service authorization � means no purchase order requirement to have eligible system repaired Nikon�s Original Equipment Manufacturer (OEM) experts, specialists, etc Emergency Service: Consultation with authorized Nikon Technical experts via web or phone support to reduce system downtime Emergency repair service as required during the hours of 08:00am - 05:00pm, Monday through Friday, unless otherwise stated or in applicable attachments. Replacement Parts: The contractor shall furnish all required replacement parts at no additional cost to the government, with the exception of consumable parts. Parts shall be new or re-manufactured to original equipment manufacturer (OEM) specifications. Service Exclusions: The contractor shall not be responsible for any repairs necessitated by abuse, neglect, vandalism, Acts of God, fire or water.�� Period of Performance: 06/18/2023 to 06/17/2024 Personnel Qualifications: Personnel must be certified Nikon Biosystem Service Specialists. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements.
