Description
(i)� � This is a non-competitive combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)� � The solicitation number is 75N95023Q00379 and the solicitation is issued as a request for quotation (RFQ). This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13�Simplified Acquisition Procedures; �and FAR Part 12�Acquisition of Commercial Items, and is not expected to exceed the simplified acquisition threshold. THIS IS A NON-COMPETITIVE (NOTICE OF INTENT) COMBINED SYNOPSIS SOLICITATION TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA), Office of Acquisition (OA), on behalf of The National Center for Advancing Translational Sciences (NCATS), Division of Preclinical Innovation (DPI) intends to negotiate and award a Firm Fixed Priced contract without providing for full and open competition (including brand-name) to Biosero Inc, 9560 Waples St STE A, San Diego, CA 92121-2931 for a service agreement for the Biosero Mobile Robot and Green Button Go software. This acquisition is conducted as non-competitive for a commercial item or service and is conducted pursuant to FAR 13.106-1(b)(1). Only this suggested source can furnish the requirements, to the exclusion of other sources, because the material or service must be compatible in all aspects (form, fit, and function) with existing systems presently installed. The current equipment is, and the new item/service must coordinate, connect, or interface with the existing system. The mobile robot is designed and manufactured by Biosero and involves the use of Biosero�s proprietary software Green Button Go. The software allows a user to create protocols and interface with the Biotage V10, making it capable of performing batch evaporations without human intervention. This service agreement will ensure that an annual hardware maintenance check is performed on the various components of the Biosero Mobile Robot along with a software upgrade for the Green Button Go control software. Biosero is the OEM of the Biosero Mobile Robot. They are the original manufacturers and assemblers of the components that are used in the Biosero Mobile Robot. Additionally, they hold the proprietary software updates needed for the Green Button Go software. (iii)� � The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2023-02 dated March 16, 2023. (iv)� � The associated NAICS code 811210 � Electronic and Precision Equipment Repair and Maintenance and the size standard in millions of dollars is $34. (v)� � This requirement is for a service agreement for the Biosero Mobile Robot and Green Button Go software. (vi)���Background: This request is to provide a base annual service agreement for the Biosero Mobile Robot and Green Button Go software. The Biosero mobile robot is a state-of-the-art equipment that allows for complex automation inside a lab. The mobile robot is equipped with a robotic arm and camera system which can allow for pick and place of objects such as well plates and vials along with manipulation of other systems. The Green Button Go is a critical piece of software which allows users to interface the mobile robot with other 3rd party instrumentation which is critical for developing automated workflows in chemistry as part of the ASPIRE project. This system will allow us to develop various tasks and protocols around it which can reduce the time sink for chemists to perform routine tasks. This piece of instrument is very critical to the success of ASPIRE and it needs to be covered under a service agreement which includes hardware service, PM visit and software upgrades. The requested service contract will ensure that an annual hardware maintenance check is performed on the various components of the Biosero Mobile Robot along with a software upgrade for the Green Button Go control software. This maintenance check and software upgrade will allow NCATS� staff to work on the Biosero Mobile Robot and develop various protocols and tasks within the ASPIRE project without any interruptions. The various components that will be serviced by this contract are listed below: Controller/Computer service for Mobile Robot. Robotic Arm service. Green Button Go software upgrade. Mobile Robot recertification. Camera System recertification. Robotic Arm recertification. Controller/Computer recertification. Purpose: The purpose of this requirement is for a service agreement for the Biosero Mobile Robot and Green Button Go software. Project Requirements: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services,qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the Statement of Work. Specific Requirements: Work must be completed by OEM trained technician; Any needed replacement parts must be OFM; Green Button Go software needs to be upgraded to the latest version; All the components need to be recertified; PM visit and software upgrades; Includes hardware service; (vii)���The Government anticipates award of a firm fixed-price contract for this acquisition, and the anticipated delivery is: June 20, 2023 through June 19, 2024 (viii)� �The provision at FAR 52.252-1, Solicitation Provisions Incorporated by Reference (Feb 1998), applies to this acquisition. (xiii)� The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. (xiv)� Responses to this solicitation must include sufficient information to establish the interested parties� bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s), product description, and any other information or factors that may be considered in the award decision. Such factors may include: past performance, special features required for effective program performance, trade-in considerations, probable life of the item selected as compared with that of a comparable item, warranty considerations, maintenance availability, and environmental and energy efficiency considerations.
