Description
The 107th Attack Wing of the New York Air National Guard located in Niagara Falls, NY intends to issue a solicitation to award a single firm-fixed price contract for a High Performance Optimization� (HPO) program which will focus on the whole operator concept to not only assist TACP operators in accomplishing their military missions in the short term, but also to emphasize the maintenance of peak performance over the long term in order to lengthen the service life of the ""human weapon system� while ensuring high quality production.� This long-term perspective means the HPO program must include rehabilitative services to provide rapid recovery from injuries and performance services to provide focused physical and mental conditioning.� When an operator is degraded or de-conditioned, individualized and specialized care is required to rapidly restore his physical capabilities prior to returning him to full-mission-capable status.� Hence, as professional athletes are supported by an integrated professional sports model that tailors performance programs to accomplish the mission at peak levels, operators require the same level of support to perform as tactical athletes and must have a comparable HPO program.� A successful POTFF program consists of one position, fulfilling two roles: Physical Therapist/Injury Manager and Strength and Conditioning Specialist.� This person will compile and send data/reports when requested by the ANG/A3J HPO program manager. The contract period of performance (PoP) is: Base Year: 01 Sep 23 - 31 Aug 24 Option Year 1: 01 Sep 24 - 31 Aug 25 Option Year 2: 01 Sep 25 - 31 Aug 26 Option Year 3: 01 Sep 26 - 31 Aug 27 Place of Performance: 274th ASOS Syracuse, NY.� The project is a Competitive 100% set-aside for Small Businesses.� The North American Industry Classification System (NAICS) Code is 621340, with a size standard of $12,500,000.00.� The tentative date for issuing the solicitation is on-or-about 1 July 2023.� All questions can be submitted to the 107th Base Contracting Office at�107.MSG.MSC@us.af.mil Interested offerors must be registered in the System for Award Management (SAM).� To register, go to www.sam.gov.� Instructions for registering are on the web page (there is no fee for registration). The solicitation and associated information will be available only from the Contract Opportunities page at SAM.gov. Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states �By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor�s 85 percent subcontract amount that cannot be exceeded�. In accordance with FAR 36.211(b), the following information is provided: (1)� The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2)� Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available, but will be compiled and provided in future announcements.
