Amendment No. 1 Request for Lease Proposal (RLP) No. 36C26323R0014 VHA CBOC Space Grand Forks, ND TO ALL OFFERORS: Friday June 9, 2023 AMENDMENT QUESTIONA & ANSWERS: Per the lease, bathrooms required by the Shell would be the bathrooms located in the Waiting area of the clinic, and all other bathrooms would be covered by the Tenant Improvement.  Is this correct? Restrooms are shell requirements as noted in section 3 (pasted below) of the lease. Restrooms requested in section 5, space layout exhibit, etc. beyond this standard would be considered TI improvements.   RESTROOMS (OCT 2022)   If this Lease is satisfied by new construction or by renovations that include the construction of restrooms, Lessor shall provide water closets, sinks and urinals on each floor that is partially or fully occupied by the government per the schedule below.  The schedule is per floor and based on a density of one person for each 135 ABOA SF of office Space, allocated as 50% women and 50% men.  If future renovations requiring restroom construction occur during the term of this Lease, the number of fixtures then must meet the schedule as part of the major alterations.   ESTIMATED NUMBER OF EACH GENDER PER FLOOR (WOMEN S) WATER CLOSETS (WOMEN S) SINKS (MEN S) WATER CLOSETS (MEN S) URINALS (MEN S) SINKS 1 to 8 2 1 1 1 1 9 to 24 3 2 2 1 1 25 to 36 3 2 2 1 2 37 to 56 5 3 3 2 2 57 to 75 6 4 4 2 2 76 to 96 6 5 4 2 3 97 to 119 7 5 5 2 3 120 to 134 9 5 6 3 4 Above 135 3/40 1/24 1/20 1/40 1/30   If no new construction of a restroom is occurring, at a minimum, separate restroom facilities for men and women shall be provided with sufficient fixtures (water closets, sinks and urinals), in accordance with local code or ordinances.   Each restroom shall have water closets enclosed with stall partitions and doors, urinals (in men's room), and hot (set in accordance with applicable building codes) and cold water.  Water closets and urinals shall not be visible when the exterior door is open.  These facilities shall be located on each floor occupied by the Government in the Building and shall be located so that employees will not be required to travel more than 500 feet on one floor to reach the restrooms.   Restrooms must meet ABAAS requirements as stated under this Lease.   Each main restroom shall contain the following:   A mirror and shelf above the lavatory.   A toilet paper dispenser in each water closet stall that will hold the equivalent of at least two standard-sized rolls and allow easy, unrestricted dispensing.   A coat hook on the inside face of the door to each water closet stall and on several wall locations by the lavatories. At least one modern paper towel dispenser, soap dispenser, and waste receptacle for every two lavatories.   A coin-operated sanitary napkin dispenser in women's restrooms with a waste receptacle in each water closet stall.  A disposable toilet seat cover dispenser. A counter area of at least 2 feet, 0 inches in length, exclusive of the lavatories (however, it may be attached to the lavatories) with a mirror above and a ground-fault interrupter-type convenience outlet located adjacent to the counter area.  The counter should be installed to minimize pooling or spilling of water at the front edge. A floor drain,   Newly installed restroom partitions shall be made from recovered materials as listed in EPA s CPG.     Section 3.05 of the RLP, Prospectus Lease, is the VA anticipating a 14,748 ABOA OPC falling below the prospectus threshold? This section is providing that the Department of Veterans Affairs will only make award if the LPTA offer is under the prospectus (copied here for convenience). PROSPECTUS LEASE (OCT2022) This RLP is subject to the Prospectus threshold set forth in 40 USC § 3307. The Government will award a Lease pursuant to this RLP only if the offered rental rate does not exceed the then current rent threshold. The current threshold is available from the LCO or at the GSA Web site, HTTP://WWW.GSA.GOV, using the keyword prospectus. END AMENDMENT No. 1.
