- Description
- The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit proposals for construction activities to consist of doubling the size of four trailhead parking areas. These areas include Norris, John G, Echo, and Tumbleweed. Technical specifications and drawings will be provided with the detailed solicitation package. Of note - a Stormwater Pollution Prevention Plan (SWPPP) will need to be obtained by the contractor prior to construction. A closure schedule shall be issued no later than 6 weeks prior to any onsite construction and must address that only two sites can be closed at a time unless approved by the Government. There shall be a 2-week maximum closure for each Trailhead. Norris and John G are not to be closed simultaneously, unless approved by the Government. The project work is located on BLM lands in Broadwater County. The details directions to each Trailhead will be provided in the technical drawings. BLM will issue Solicitation Number 140L3623R0015 via https://sam.gov/content/opportunities, at the link provided in this notice. The principal components of the work to be performed include, but are not limited to: * MOBILIZATION * CONSTRUCTION SURVEY AND STAKING, METHOD CONVENTIONAL, TOLERANCE CLASS B * CLEARING AND GRUBBING: DISPOSAL METHOD (c), (e), (f), (g), or (j) * REMOVAL OF FENCE AND KIOSK, DISPOSAL METHOD (a) * ROADWAY EXCAVATION AND EMBANKMENT CONSTRUCTION, COMPACTION PLACEMENT METHOD 2. * WASTE. * AGGREGATE SURFACE COURSE, COMPACTION (C), 6-INCH DEPTH. * ROADWAY RECONDITIONING, COMPACTION METHOD 2 * 18-INCH PIPE CULVERT (CMP) AND BANDS * WHEELSTOPS, CONCRETE * WHEELSTOPS, STEEL PIPE * FENCE, JACK LEG * FENCE, POST & POLE * KIOSK CONSTRUCTION * HYDRAULIC EXCAVATOR * ROAD GRADER * DUMP TRUCK * SEEDING, DRY METHOD, GOVERNMENT FURNISHED SEED * ROLLER EROSION CONTROL, TEMPORARY ROLLED, TYPE 1.B Pursuant to Part 15 and Part 36 of the Federal Acquisition Regulations, BLM intends to issue a Request for Proposal (RFP) on or around June 23, 2023. The estimated price range of this acquisition is between $200,000 and $500,000. BLM anticipates issuing the RFP under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 238990 and the associated Small Business Size Standard is $19.0 Million. A single contract award will be made to the offeror that submits a proposal that has been determined to be the best value based on the Tradeoff Procedures within the Federal Acquisition Regulations. A firm-fixed priced contract is contemplated. Proposals will be due on or around July 27, 2023, at BLM's Montana State Office, 5001 Southgate, Billings, Montana. Offerors may submit electronic proposals as a response to the anticipated solicitation. Electronic proposals will be subject to the same rules as paper proposals. The Government anticipates award of this procurement on or around August 21, 2023. The successful contractor will be required to commence work within 10 calendar days after the date the Contractor receives the notice to proceed and complete the entire work ready for use within no later than 365 calendar days after the date the Contractor receives the Notice to Proceed. The time stated for completion shall include final cleanup of the premises. All prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. If you have not updated SAM since October of 2020, you are advised to update early to be sure you are in compliance with the expanded Section 889 prohibitions on not using certain covered technology products. The successful contractor shall electronically submit all payment requests for the anticipated contract through the U.S. Department of the Treasury's Invoice Processing Platform (IPP). If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its offer.
