- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 and the FAR 13 Simplified Acquisition Procedures, as supplemented with additional information included in this Notice. This announcement constitutes the only solicitation for which quotations are being requested. Another written solicitation will not be issued. This Request for Quotation (RFQ) document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective June 02, 2023. This will be small business set-aside RFQ under NAICS code 561621 with small business size standard of $25 million. This requirement is to provide ATF four hundred (400) Airship brand name or equal Enterprise Sensor Device Licenses and four hundred (400) Airship brand name or equal Advantage Platinum Support licenses to add to ATF�s existing Cloud-Based Airship Video Management System (VMS). See attached Performance Work Statement for the full scope of the requirement and the meet or exceed salient characteristics. This requirement will be firm fixed price. This requirement is FOB Destination. � THE PAGE LIMITATION FOR QUOTATION RESPONSES IS 15 PAGES. Vendors MUST be registered and Active in the System for Award Management (SAM) system (www.SAM.gov) at the time of quotation submission, pursuant to FAR 52.204-7. ATF will award a single purchase order to the responsible firm whose quote conforms to the RFQ and will be the most advantageous based on evaluation of technical capability and price in accordance with FAR 13 procedures. ATF may review the past performance/delivery of the seller to help determine its technical capability. The quote shall be submitted as a firm fixed price. Technical capability will be determined by reviewing the vendors quote in relation to the requirements in the Performance Work Statement. Evaluators will determine if the quote response demonstrates an understanding of the Performance Work Statement. as well as the quoted approach to meet these requirements. The quote should describe steps required and how the contractor will ensure that applicable services such as licenses and support services will be met. A quote repeating the information/material in the Performance Work Statement and the Request for Quote does not constitute a satisfactory response and may be deemed technically unacceptable. In accordance with FAR 52.211-6 �Brand Name or Equal� ATF is allowing quotes for alternate items, provided those items meet all the salient physical, functional, or performance characteristics specified by this solicitation and Statement of Work. To be considered for award, quotes of ""equal"" products, including ""equal"" products of the brand name manufacturer, must follow the procedures found in FAR 52.211-6. If required information is not provided, the quote may be determined to be not technically capable or not responsive.. The quoter shall provide a firm fixed price for this requirement. The base year of this requirement will include all required items in the Performance Work Statement including the perpetual licenses and one year of support services. The Government intends to award to a single vendor. The selected vendor must comply with the following FAR commercial provisions and clauses, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The selected vendor must also comply with FAR 52.203-18, 52.209-11, 52.204-27, 52.244-6 and 52.211-6. The full text of these clauses may be viewed via https://www.acquisition.gov/far/. Additional ATF local clauses will be included in the award. All questions regarding this solicitation must be submitted in writing and sent via email to Nick Engel at Nicholas.engel@atf.gov and must reference the solicitation DJA-23-ASOD-PR-0060.� All questions must be received at least two business days before the posted quotation due date. Questions received after the stated time may not be addressed. Only relevant questions, as determined by the Contracting Officer, will be answered and posted for all vendors to review. Telephonic requests or inquiries will not be accepted. All quotes should be submitted via email to Nicholas.engel@atf.gov. All quotes must be received by the posted date.
