- The Government has a requirement for Arlington National Cemetery (ANC) Quality Assurance (QA) Data Program Management Support Services and is issuing this sources sought in accordance with the Federal Acquisition Regulation (FAR) and its supplements. The services are to support ANC�s development of a government proprietary software QA module located within the Enterprise Interment Services System (EISS) which will allow cemetery personnel to execute the quality assurance and quality control burial accountability functions unique to ANC. Contractors are required to collect, analyze, and produce data to present to the team developing the EISS program. Contractors will be required to have a robust background of maintaining quality burial records. This requirement helps bridge the knowledge gap between information technology and quality assurance requirements. �The QA module under EISS is currently under development under a separate contract and once the module is complete, will allow ANC to continue adherence to Public Law 111-339 to maintain 100% burial accountability at Arlington National Cemetery.�Contract The QA module will implement the national cemetery burial record quality assurance and quality control functions that were researched, developed, applied, and refined for over ten years of cemetery data program support. To support the development of the QA module, the contractor would need to possess the ability to provide highly specialized, professional, analytical expertise to ANC�s robust quality assurance and cemetery data program. The ability to foster a climate of continuous process improvement, ensuring cemetery burial data across marker images, cemetery records, and digital cemetery maps. The ability to generate complex cemetery burial and scheduling reports, verifying accuracy of cemetery cases through process and quality assurance review, as well as corrective actions, organizing cemetery records, and generating and resolving cemetery accountability cases that require collaboration from a variety of internal and external sources and stakeholders. Additionally, data system entry including digital record verifications, historic cemetery burial data clean-up, inspection, and maintenance of records. The Contractor would need to work with ANC and external agencies to ensure all business systems of record and tools continue to follow and improve quality assurance process workflows and ultimately integrate into enhanced and agile enterprise cemetery data management platform. This knowledge will be applied to all facets of cemetery burial records to include, but not limited to quality assurance and control processing and reporting of records of interment, grave cards, daily logs, disinterment records, headstone and niche cover grave marker photo review, and comprehensive decedent burial record review. These processes have been�and will continue to be�critical to ANC�s adherence to Public Law 111-339, which directs the continued sustainment of 100% burial accountability at Arlington National Cemetery. The period of performance will be from 01 September 2023 to �31 August 2024 .� Interested parties are cautioned that this sources sought does not constitute a RFP/Request for Quote.� The Government will not be responsible for any costs incurred by interested parties in responding to this sources sought.� The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought.� Given the complexities and sensitivity of the ANC mission, the normal minimum transition-in period for a new contact would be 60 days.� The Government�s timeline to award a new effort would allow for less than 30 days transition-in.� Interested offerors would have to provide overwhelming convincing evidence that it could transition-in this entire effort with little to no cost and very little operational risk.�
