Description

Portsmouth Naval Shipyard intends to solicit The Arbinger Institute to provide proprietary professional development training. This will be a sole source task order against the General Services Administration (GSA) Human Capital and Training Solutions (HCaTS) schedule. Location is Portsmouth Naval Shipyard in Kittery, ME. Since 2020, Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY & IMF) has provided Arbinger Institute Outward Mindset programs to their entire workforce. These programs have provided impactful cultural change, which has significantly enhanced their Shipyard's performance. Other companies offer similar training, however to maintain alignment with PHNSY & IMF success, since 2020, PNS has provided Arbinger Institiute Outward Mindset training to their Senior Leadership Team, Deputy Leadership Team, Superintendents, Project Teams, and multiple PNS departments. One Project Team training was executed through a contract put out for competitive bid, and the Arbinger Institute was selected (N3904022F0017). The PNS Senior Leadership Team has also evaluated, approved and implemented a sole source contract (N3904022F0017 P00002) for Arbinger Institute master facilitators to provide Executive Coaching for their bi-monthly meetings. Under the authority of FAR 6.302-1, only one reasonable source will satisfy agency requirements. This authority permits limiting the number of sources solicited and to not use full and open competition for this requirement. The Arbinger Institute mindset programs are proprietary with copyrighted intellectual property, which are prohibited from being delivered by another company. If the Navy is to shift gears to another proprietary mindset training from a different company, the Navy would have to re-invest this effort across the enterprise to maintain alignment.� If your organization has the potential capacity to accomplish this requirement, please provide the following information: 1.) Organization name, address, email address, website address, telephone number, and both the size and type of ownership for the organization and 2.) tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims or organizational and staff capability.
