- WORLDWIDE PAINT SUPPLIES AND SERVICES THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER.� THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS MARKET SURVEY, OR TO CONTRACT FOR SERVICES. The Military Sealift Command (MSC) requires paint, coatings, solvents, preservation products, and engineering/technical services for the MSC Fleet Paint Program.� An integral part of supplying products and services under this contract is the engineering support and quality assurance the Contractor provides to ensure all ships and equipment requiring preservation are preserved and maintained properly.� The Contractor shall provide supplies and services, on a worldwide basis, for MSC ships and any other ships designated by MSC.� Supplies are highly specialized for marine applications and shall be on the MSC approved list, unless otherwise permitted by the Contract.� Services under the scope of this contract include engineering support services (e.g., field service technical representative, training, service calls) and technical evaluation and troubleshooting services. MARKET SURVEY QUESTIONS PRODUCT The government has a requirement for a Membrane System.� Offerors shall shall provide a membrane system including primer, membrane, and nonskid in accordance with MIL-PRF-24667 (Type III, COMP G), or a commercial primer, membrane, and nonskid system suitable for exterior work decks that see heavy use (e.g. large, heavy duty, loaded forklift traffic).� Can industry support this requirement?� What problems and challenges does supporting this requirement raise? The Government is interested in coatings with optically active pigments. Does industry have any customer feedback or recommendations regarding the use of this technology? The Government is interested in cryogenic coatings. Do you currently have a cryogenic system available? TECHNICAL SERVICE/SUPPORT Can offerors support the requirement for up to 12 Field Service Technical Representatives at the same time?� We have seen an increase in shipyard periods and occasionally have 15 or more jobs running simultaneously.� The overall Field Service Technical Representatives requirement would be �Location/Support Requirements/Workload: Most vessels requiring products and services under the scope of this Contract (approximately ninety (90) ships) are USCG certificated and/or ABS classed, and as such, require two (2) drydockings in a five (5) year period.� Typical availability locations are identified in Table 4 below.� Multiple shipyard overhauls may occur simultaneously.� The Contractor shall be capable of providing Field Service Technical Representatives to simultaneously support up to nine (9) shipyard availabilities on a full-time basis.� Availability periods are typically 30 to 60 days.� In order to qualify as an availability period, the availability must be twenty-one (21) days or longer. In support of this Contract, the Contractor shall have a minimum of nine (12) representatives with the ability to surge to twelve (15) representatives available to travel CONUS and OCONUS.�� The Government has a requirement to provide a Program Manager, Technical Manager, and Logistics/Billing Manager each of whom shall be dedicated to overseeing the Contract. Each shall be designated as such and their primary duties shall be the management of MSC�s Fleet Paint Program. How would prospective bidders propose managing the contract with the current personnel and resources in place that support commercial customers? Responses should consider the following: A technical point of contact shall be available 24/7 A point of contact for billing and invoices The receipt, processing, and tracking of MSC orders Similar to the paragraph above, the Government has a requirement to provide a Customer Service Representative with a minimum of five years� experience in the Marine Paint Field involving management of customer service functions. How would prospective bidders propose support the contract with their current customer service representatives and not a dedicated team? The Government is considering adding a requirement for technical representatives to sign shipyard quality assurance sheet with language stating the work was performed in accordance with the MSC work specification at the end of a checkpoint. This is in no means to sign on behalf of the government but to acknowledge that work completed met the specification. Is this a requirement in commercial industry? What would be potential challenges with this requirement? ORDERING AND DELIVERIES Please provide the following regarding delivery to the ports specified in the table below: What warehousing/stock points and manufacturing capabilities do you currently have (facilities and locations)? Similar to the paragraph above, can the OCONUS facilities manufacture material to CONUS specifications? Can industry support the delivery timeframes and ports listed in the section and tables 2 through 5 below?� What are the challenges with meeting the lead times listed below, and what is a more reasonable delivery timeframe (including exclusion areas)? We will look at all feedback in making adjustments and decisions to all ports and delivery timeframes to this section and these tables. We know some of the ports are a special challenge.� For the ports of Bahrain, Oman, Korea and the Philippines, we want to know if there are issues getting approval to deliver to those countries involving banned constituents, chemical registration, Value Added Taxes (VAT), import customs issues, delivery network issues, or any other issues that would prevent or inhibit delivery to these ports.� We want to know if industry / offerors can deliver to these ports with no problems in accordance with our requirements.� Additionally, we want to know if industry / offerors can deliver to the specific ports of Walvis Bay, Namibia, Cape Town, South Africa, and Sri Ratcha, Thailand with a high degree of confidence.� For any problems or issues you foresee with any of this, provide exact capabilities, solutions or questions you have or will take to deal with them. Similar to the paragraph above, are there additional ports that are a special challenge that the Government should be aware of? Which ports are cost intensive for deliveries? Ship stock orders are for the ships force maintenance.� All ship stock orders shall be provided per the following delivery timeframes: TABLE 2: SHIP STOCK ORDER DELIVERY TIMEFRAMES Main Ports 8 days ���� Exclusions: Gaeta, Rota, Yokohama, Sasebo, Bahrain 10 days ���� Exclusions: Ulsan, Subic Bay, Catania, Souda Bay 10 days Zones 10 days ���� Exclusions: None Availability orders are for shipyard/industrial work.� All availability orders shall be provided per the following delivery timeframes: TABLE 3: AVAILABILITY ORDER DELIVERY TIMEFRAMES Main Ports 10 days Exclusions:� Guam, Yokohama, Sasebo, Gaeta, Rota, Subic Bay, Ulsan, Duqm 15 days Zones 15 days ���� Exclusions: None Please note that during an availability, any additional paint orders shall be delivered per the timeframes outlined in Table 2, above. Ports Regularly Visited for Availabilities Table 4 identifies the ports the MSC fleet regularly visits for availabilities, which may request a Field Service Technical Representative.� As quoted in Attachment (F), the travel costs will be paid at the fixed price listed for these ports or any location within 50 miles.� �Table 5 identifies ports for ship stores orders. What is a reasonable timeframe for properly stocking product and ensuring import / export requirements have been satisfied? The Government is aware of the Environmental Protection Agency�s rulings, under the Toxic Substances Control Act, regarding five persistent, bioaccumulative, and toxic chemicals. How does this affect the marine coatings industry (e.g. formulation changes, affected products, etc.)? Could this potentially affect MSC�s product requirements? The Government has a requirement for the Contractor to provide training videos in electronic format and SCORM compliant (Sharable Content Object Reference Model). Can industry support the requirement? What is the general warranty period offered to commercial customers? Are there different types of warranties/guarantees? Are there any Unified National Discharge Standards (UNDS) limits that we should be aware of and what are the latest requirements?� The Government is aware of Chemical Registration requirements that can affect the delivery of products to locations outside the Continental United States. How would prospective bidders propose that the Government request information during the bidding process to eliminate future delivery impacts based on Registration issues?� Attached is the MSC �Paint Approval Procedures and Approved Products� for those who may want to update or add their coating systems. Note: the Government is currently revising the list.
