- Notice of Intent to Sole Source Award THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service (USFWS), Joint Administrative Operations, Acquisition & Property Operations. USFWS Division of Migratory Birds intends to award a firm fixed price sole source contract under the authority of FAR 6.302-1 only one responsible source to: Situation Awareness Systems LLC (DBA Quantaero) 4925 Pinebluff TRL Reno, Nevada 89519 The North American Industry Classification System (NAICS) code for this requirement is 541511, Custom Computer Programming Services. The object of this sole source award is to have continued technical support to maintain and upgrade the Division of Migratory Bird Management's direct georeferencing aerial remote sensing systems and associated sensor and ground-based data management systems as well as to continue to provide machine learning training data and model development support. Quantaero has customized a direct georeferencing aerial remote sensing system through the integration of hardware and software solutions that is uniquely suited for the USFWS' natural resource applications. Quantaero maintains proprietary ownership of the Aware� software solution used to control the USFWS's customized camera systems including the SEABirD sensor arrays. Quantaero has subsequently developed the proprietary Expeditionary Intelligence Systems (ground data management systems) to support operational field data collection and processing workflows using USFWS' proprietary sensor systems and controllers within the Aware� software environment. Because of their in-depth knowledge of the present USFWS-owned direct georeferencing systems, and integration of associated sensors within the proprietary Aware� development environment, and previous successful development and deployment of the EIS systems, Quantaero is uniquely qualified to provide annual maintenance, technical support, and training and to develop and integrate machine learning training data and models that are compatible with Aware� and data processing hardware on-board USFWS aircraft. This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
