Description
THIS IS A NOTICE OF INTENT TO SOLE SOURCE AND NOT A REQUEST FOR QUOTATION OR PROPOSAL. The U.S. Department of Commerce (DOC), Enterprise Services -Acquisition (ES-A), located in Washington, D.C., intends to negotiate on a sole-source basis and award a logical follow-on to an existing order on a DOC GSA BPA (SS1301-17-BU-0002) to schedule contract# GS-35F-393CA General Dynamics Information Technology, Inc. (GDIT). This acquisition is being conducted under the authority of permitting other than full and open competition, FAR 8.405-6(a)(1)(i)(C) entitled, �In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures.� The original order was not issued under sole-source or limited-sources procedures.� The US Congress passed three major infrastructure development bills in the 2021 and 2022 legislative sessions, the 2021 Consolidated Appropriations Act (Sections 902 and 905) (referred to as CAA), the CHIPS Act of 2022, and the Research and Development, Competition, and Innovation Act of 2022. Each of these bills is designed to address specific infrastructure needs of the US covering broadband access, protecting and boosting investment in high tech research vital to national security, and the expand investments in advance technology and research. The Department of Commerce is a key driving Cabinet level Department by which these bills will be implemented. Significant hiring is needed by multiple bureaus to provide the project management, financial oversight, compliance and regulatory guidance to manage the significant funding under each of these bills. ES is the mission support entity within Commerce responsible for the recruiting, hiring, paying, and providing benefits support to all these new Department of Commerce hires required to oversee and manage the programs to be implemented in reaction to the above identified legislation. Each bureau involved in program implementation in response to the legislation is required to hire 10�s to 100�s of new staff in support of mission execution. Any delays in hiring risk mission execution and could cause funding issues for programs designated as vital to the national interests of the US covered in the legislation. Of specific concern to this procurement request is the technology support and operations of ES. ES handles in excess of 100,000 service requests per year through its Service Now portal. The workflows and processes embedded in the platform allow and enable ES and its outsourcing service provides to quickly ingest new actions and requests, track and manage the work effectively, complete the service requests in a timely fashion, and maintain visibility and transparency to its customers throughout the execution process. All of this is possible through the effective operations of a technical platform implemented, maintained, and improved over the course of the past 5 years by General Dynamics IT (GDIT.) GDIT is a technology consulting and operations company headquartered in Falls Church, VA with an extensive track-record of providing exemplary service to the US government across many domains. In the case of ES, GDIT has been the primary technology development, operations and maintenance contractor since the inception of ES in 2017. The services in scope for their contract include technology platform operations, technology maintenance, implementation of change requests and enhancements, the introduction of new technologies as requested by the Department, the provision of contact center technology and personnel support, and the customization of various Commerce purchased software licenses with the expressed purposes of continuing to evolve and improve operations and the customer experience. This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or request for competitive proposals; however, all responses received within 15 days from the date of publication of this synopsis will be considered by the Government. Responses must clearly and thoroughly defend any claims or assertions that attempt to refute the Government�s claim. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. Information received on this notice must eliminate the Government's concerns and addressed how the items can be provided without jeopardizing the science behind the on-going projects. If no affirmative responses are received within 15 days of this notice to determine whether a qualified source is more advantageous to the Government, a task order will be issued to GDIT.
