- PRE-SOLICITATION NOTICE **NOTICE OF INTENT NOI-NIAID-23-2178936 NAICS � 325414 This is a Notice of Intent, not a request for proposal.� The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Pacific Biosciences of CA, Inc to provide: Qty 8 of catalog #102-333-400 Binding kit 3.1 and cleanup beads Qty 13 of catalog #102-333-300 Binding kit 3.2 and cleanup beads Qty 1 of catalog #101-633-500 Elution buffer Qty 1 of catalog # 100-667-500 Sequel mixing plate Qty 1 of catalog # 100-667-400 Sequel sample plate foil Qty 1 of catalog # 100-667-601 Sequencer pipette tips Qty 4 of catalog # 100-621-300 SMRT Cell oil Qty 20 of catalog # 102-182-700 SMRTbell prep kit 3.0 Qty 10 of catalog # 100-667-700 Tube septa The Vaccine Research Center Virus Persistence and Dynamics Section (VPDS) works to elucidate mechanisms of virus persistence in vivo, with the aim of informing development of vaccines, immune-based therapies, and other medical countermeasures for virus-mediated diseases.� A central mechanism of virus persistence is mutational variation, which can lead to antigenic variation and escape from naturally-acquired, vaccine-elicited, or passively-administered immunity.� VPDS has developed technology termed high-throughput, single-genome amplification and sequencing (HT-SGS), which uses long-read deep sequencing to describe genetic variation among virus genomes within individual samples.� Applied to longitudinal samples across multiple people, experimental animals, or other infection models, HT-SGS can reveal important patterns of virus mutational variation and evolution.� The Pacific Bioscience SMRT sequencing platform is the only commercially available technology capable of generating multi-kilobase single-molecular reads with circular consensus sequencing correction.� Thus, no other available technology can generate the data required in the HT-SGS analysis process which is already underway at VPDS.� The requested supplies are proprietary to Pacific Biosciences and are not available from other manufacturers. The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL.� All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-NIAID-23-2178936) to Dana Monroe at dana.monroe@nih.gov, by 5:00 am eastern time Monday, June 19, 2023.� All responses received by the closing date of this synopsis will be considered by the Government.� A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
