This is a Request for Information and Sources Sought Notice for Market Research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The United States Property & Fiscal Office (USPFO) for Connecticut is seeking information regarding capability and availability of potential small business sources to provide Medical Records and Non-Clinical Care Coordinators & Case Managers staffing in support of Individual Medical Readiness (IMR). Minimal travel may be required. Period of Performance is for 1 year beginning 27 September 2023 with the possibility of 1 option year. This requirement is designed to be flexible, responsive, and meets the ever-evolving needs of the government. DoDI 6025.19 establishes aggressive quarterly and annual metric goals for the separate IMR elements and for the overall IMR category of Fully Medically Ready (FMR) Soldiers. The ultimate goals are to produce real-time reports based on complete, accurate data. The minimum goal for overall medical readiness is more than 75% of Service members FMR, with the ideal goal being 100%. The CT Army National Guard (ARNG) requires a highly responsive process whereby the government can quickly obtain needed support and services. Connecticut ARNG requires both case manager and administrative care coordinator support services. The case management position may be filled at a minimum by Registered Nurses (RN). The Contractor shall furnish all labor and services required to provide a wide range of Medical and Dental Non-clinical Case Management and related Medical Administrative support services. Special Qualifications: The non-clinical case manager requires the expertise as dictated by the quote mark practice of nursing quote mark - the systematic application of substantial specialized knowledge and skills derived from the biological, physical, and behavioral sciences, to the care, treatment, counsel, and health teaching of individuals who are experiencing changes in the normal health processes or who require assistance in the maintenance of health and the prevention or management of illness, injury, or disability. The Case Management personnel, Medical Assistant, and Medical Records Technicians shall be experienced in all aspects and qualified in their respective functional areas. Contractor personnel shall not perform inherently governmental functions (i.e., representation of government, decision authority, etc.). Th Medical Records Technician may be filled at a minimum by either having a minimum of a high school diploma or equivalent and have at least two years� experience in administrative services preferably medical. Contractors hired to perform these services may be assigned to support the Medical Records mission. Th Case Management services may be filled at a minimum by either a Registered Nurse (RN), Direct Services Social Worker as Non-clinical Case Managers or a person with a bachelor�s degree in a Health-related field and one years� experience as a Case Manager, to provide IMR support to the Connecticut Army National Guard. The Medical Assistant or Care Coordinator service may be filled with someone with a minimum basic health care knowledge. These include EMTs, Paramedics, Medical Assistants, and other allied health care personnel to provide IMR support to the Connecticut Army National Guard. The non-clinical case management personnel will be experienced in all aspects and qualified in their respective functional areas. Contactor personnel shall not perform inherently governmental functions (i.e., representation of government, decision authority, etc. Follow the regulations and policies applicable to Individual Medical Readiness (IMR) and deployment, to include the AR 40-501 and other applicable guidance. The USPFO for Connecticut is seeking qualified Small Business (SB) Community Members [Small Business (SB), Small Disadvantaged Business (SDB), Section 8(a), Veteran Owned Small Business (VOSB), Women Owned Small Business (WOSB), HUBZone Small Business, Small Business (SB) led teams, Small Business Partnerships and or Small Business Joint Ventures] that qualify under the North American Industry Classification System (NAICS) Codes: 621999 All Other Miscellaneous Ambulatory Health Care Services. The Small Business Size Standard is $15,000,000. This Request for Information and Sources Sought Notice is part of Market Research. Your responses are sought to identify potential sources that have the knowledge, skill, equipment, experience and past performance necessary to perform the aforementioned medical case management services. All interested, responsive and responsible contractors are encouraged to participate in this Market Research by submitting a response via e-mail to Mr. John Rettman, at john.s.rettman.civ@army.mil no later than 09:00 AM EST June 16, 2023. This notice is provided as information to the marketplace and is an invitation for an expression of interest and brief demonstration of qualifications to perform and deliver the anticipated requirement.
