- The National Library of Medicine, an institute of the National Institutes of Health (NIH), is issuing this Sources Sought Notice as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for Disaster Salvage and Recovery of NLM�s Collections. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; (2) whether they are large, small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 624230. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. All responsible sources may submit a capability statement which will be considered by the National Library of Medicine. Capability statements must address the organization's qualifications and the ability as a contractor to perform tasks as described in the attached draft Statement of Work (SOW). Interested parties responding to this Sources Sought Notice must provide a capability statement that includes the following: (1) Vendor name, address, e-mail address, website address, and telephone number. (2) Social-economic category, business size, and type of ownership for the contracting entity. (3) Capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of corporate experience, organizational and staff capability, and expertise. (4) If subcontracting or teaming is anticipated to deliver technical capability, organizations should address the administrative and management structure of such arrangements; and (5) Past Performance for a Federal agency of a similar requirement in terms of complexity and size. Interested qualified small business organizations should submit a Capability Statement not to exceed 5 pages (font size 10 to 12 point), excluding resumes, which are optional. A link to a website address is not an acceptable alternative to a Capability Statement. All proprietary information should be marked as such. All Capability Statements sent in response to this Sources Sought notice must be submitted electronically (via e-mail) to Delfo Sacomizhquiri, Contract Specialist at delfo.sacomizhquiri@nih.gov in MS Word or Adobe Portable Document Format (PDF) no later than 1:00 p.m. EST on Monday, Junio 19, 2023. The e-mail subject line must specify RFQ75N97023Q00048 Sources Sought. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in sam.gov. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
