���������������������������������������������������������������������������������������������������������������������������������������������������� REQUEST FOR INFORMATION Rapid Capability Division, Special Mission Unit Support Department of Homeland Security Countering Weapons of Mass Destruction Office � THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quotation (RFQ) or a promise to issue an RFP, RFQ or Broad Agency Announcement (BAA). This RFI does not commit the Department of Homeland Security (DHS) Countering Weapons of Mass Destruction Office (CWMD) to contract for any supply or service. DHS CWMD is not at this time seeking proposals. Responders are advised that the CWMD will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, RFQ or BAA. In order to receive an award from any resultant solicitation, should one be issued, the successful offeror must be registered in the System for Award Management (SAM). The SAM website is https://sam.gov. It is the responsibility of the potential responders to monitor the website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the Government. All submissions become the property of the CWMD and will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organizations� capabilities. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Proprietary, confidential, privileged commercial or financial information submitted in the RFI response should be marked accordingly to ensure appropriate handling and disposition by the Government. No classified information shall be submitted in the RFI response. Do not use Government security classification markings. Do not mark the entire response as proprietary. Small Business Set-Aside No decision has yet been made regarding the small business strategy for a possible acquisition.� All businesses Small, Medium, and Large, irrespective of minority status, are encouraged to respond to this RFI if you have relevant experience. A. ������� Description The Government, in support of CWMD, RCD, is conducting market research and seeking to obtain information about the interest and capability of industry to collaborate with CWMD to understand the capability and interest of industry in providing assistance for integration of RCD SMU support program requirements, designs, and installations.� B. ������� Background� The Rapid Capabilities Division is responsible for urgent and responsive support to all Special Mission Units across the DHS enterprise.� This requires the program to be postured to act swiftly and accelerate acquisition activities to meet the SMU demands, along with emerging threats and capability gaps.� These programs span the CBRN spectrum, and the capability needs range from Commercial Off-The-Shelf (COTS) items to rapid prototyping design, development, and evaluation efforts. �These efforts are highly interdependent and diverse, thereby requiring management at the division level to ensure effective and efficient integration and application across the SMU CBRN systems. C. ������� Scope The CWMD Office seeks to understand the capability and interest of industry in supporting the SMU program. The Government anticipates that this will be an Indefinite Delivery, Indefinite Quantity (IDIQ) Contract with at a minimum one task order issued per year. � Desired Capabilities: 1. INTEGRATION SUPPORT 1.1 ����� MEETING SUPPORT The Contractor shall provide programmatic and engineering attendance/support for: Request for Requirements (RFR) review/decision meetings Pilot/prototype demonstration associated meetings (Architecture IPT, Software/Cyber IPT) Third Party Mission System Provider design reviews as required The Contractor shall attend, either in person or virtually, -and support the PM with: Contract Kickoff meetings Program Management Reviews (PMR) Technical Interchange Meetings (TIM) as required 1.2 ����� SYSTEMS ENGINEERING SERVICES The Contractor shall provide overall technical planning, systems engineering, and systems integration support for RCD SMU modifications and demonstrations. The Contractor shall provide a full time RCD SMU modifications Project Engineer. 2. RAPID RESPONSE SUPPORT (AS CONTRACTED) Tasking within this section would be intended to be quoted at an initial funding level with the basic proposal and updated on an as-required basis using quick turn estimates.� Intended to be time and material type efforts. 2.1������ PROGRAM MANAGEMENT SUPPORT Identify and track programmatic (cost/schedule/performance) risks, issues, and opportunities Identify opportunities for currently available, maturing technology solutions to address emerging, on-demand, or urgent mission needs Coordinate meetings, telecons/VTCs with key stakeholders, customers, and others as directed by the Program Manager Other programmatic tasks as assigned by the Program Manager Provide program management support to software/hardware development and integration including, but not limited to: Review RFRs, Government-directed capability gaps and emerging threats, and provide recommended solutions and possible Courses of Action (COA) Coordinate Requests for Information (RFI) to industry and other Government-directed channels as required Coordinate and support integration and test events Review proposals and provide assessment to the Government, to include consolidation of technical reviews by the applicable parties Attend, and support as necessary, demonstrations and provide assessments to the Government 2.2������ OPERATOR SUPPORT The Contractor shall provide operator support to SMU prototype and operational assessment test efforts as requested by USG. 3. TASK ORDER INTEGRATION SUPPORT Tasking within this section would be intended to be quoted on an individual task order basis when requested.� Task descriptions below are intended to convey types of services and analyses that could be requested - not intended to be exhaustive. 3.1 ����� PROTOTYPE DEVELOPMENT AND INTEGRATION SUPPORT The Contractor shall enable, lead as necessary, and support on-demand RCD rapid prototyping and pilot demonstrations. The Contractor shall identify, or design, and propose potential prototype solution(s) to address a future Government emerging, on-demand, urgent capability gap(s). The Contractor shall lead, or support as necessary, the prototype system/configuration/architecture design, fabrication, procurement, integration, and evaluation. The Contractor shall provide on-site support for modification installation, integration, and testing as requested by USG. 3.2������ ENGINEERING ANALYSES Utilizing government furnished information or via the establishment of Proprietary Information Agreements (PIAs) / Non-Disclosure Agreements (NDAs) with Third Party System Providers, the contractor shall perform and deliver the appropriate analysis to address Government-directed capability gaps and/or operational demonstration and assessment efforts. The contractor shall provide white paper evaluations of impacts of non-proprietary, Third Party Mission System designs to address requested capability gap and/or operational demonstration. 3.3 ����� SYSTEMS ARCHITECTURE AND INTEGRATION SUPPORT The Contractor shall evaluate the applicable CBRN system architecture and integration design changes for planned SMU modifications and upgrades. The Contractor shall provide integration design recommendations to best take advantage of the existing SMU capabilities and minimize integration conflicts with existing or planned SMU upgrade efforts. The Contractor shall support regression testing as required The Contractor shall support integration testing to verify proper system functionality within the SMU system architecture. The Contractor may be required to support system troubleshooting and analysis for identified problems 3.4 ����� TECHNICAL REFRESH ANALYSES The Contractor shall perform an evaluation of available options and impacts for Form-Fit-Function (F^3) or non-F^3 refreshes of SMU CBRN mission equipment and components. 3.5������ TRAINING The Contractor shall provide assistance developing operator and maintenance courseware for Third Party CBRN Systems The Contractor shall provide assistance conducting operator and maintenance training for Third Party CBRN Systems 3.6������ INDEPENDENT CAPABILITIES EVALUATION The Contractor shall provide an independent non-advocate evaluation, assessment, and impact studies of future capabilities and technologies considered by RCD or SMUs for integration into the applicable CBRN system. The subject line of the email should contain the RFI number 70RWMD22RFI00000003 Proprietary information should not be included in this RFI response.� Please be advised that all submissions become government property and will not be returned. The electronic copy of responses is to be in Microsoft Word 2007, Microsoft Word 2010 or Adobe Acrobat 9 compatible format using a size 12 font with one-inch margins. Responses shall be limited to 5 pages. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. The subject line of the email should contain the RFI number. At a minimum, responses should include: Company Information: (name, phone number, UEI, CAGE Code, POC information, website, etc.) GSA contract(s), if applicable, including contract numbers and contractor�s socioeconomic status Description of your company�s capabilities as they relate to the services described in this notice. A description of your company�s relevant experience providing the services described in this notice, including your ability to deliver support services in short prototypes that meet the redesign requirements. A description of any teaming/subcontracting your company anticipates utilizing in support of this requirement.� A statement indicating the ability of your company to meet the proposed 5-year period of performance (POP) OR a detailed explanation of what a feasible POP to complete this effort would look like. A proposed method, technical approach, timeline and cost estimate to complete the above described effort. Any other relevant information that is not listed above which the Government should consider in finalizing its market research and acquisition strategy.�
