Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the Defense Health Agency (DHA), Armed Forces Medical Examiner System (AFMES), located at Dover Air Force Base in Delaware. This notice is for the procurement of licensing, maintenance, and support of the Parabon FX software suite that resides on the CLC Bio environment. Base year plus four (4) option years without competition as prescribed in FAR 5.102(a)(6) and 5.203(a). The Sole Source vendor is Parabon NanoLabs Inc. AFMES Deoxyribonucleic Acid (DNA) Identification Laboratory (AFDIL) is requiring the purchase of a base plus four (4) option years for licensing, maintenance, and support contract to maintain the functionality of the Parabon FX software due to the initial warranty licensing, maintenance and support expiring. The Parabon FGX software was previously developed by Parabon NanoLabs Inc in fulfillment of OSD-AT&L Defense Forensic Enterprise award to meet the following DoD requirement. Parabon was to develop an agnostic data analysis software suite that was CAC enabled, met as many of the government defined STIGS and DISA requirements, could analyze NGS data from any commercial instrument, would have Chain of Custody function, and could analyze Short Tandem Repeat Data. Additionally, Parabon was awarded a second OSD-AT&L Defense Forensic Enterprise funded project to develop a nuclear single nucleotide polymorphism (SNP) assay and a SNP analysis module that plugged into the Parabon FX analysis suite. As part of the development agreement, a full version of the Parabon FX software and 2-year maintenance was transferred to AFMES. The North American Industry Classification System (NAICS) for this requirement is 541511 and FSC DA10. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. All questions and responses concerning this notice shall be emailed to Brian Miller at brian.d.miller1.civ@health.mil. Interested concerns must identify their capability in writing to the above email address listed above no later than 1:00 PM ET, Local, 28 June 2023.
