- NOTICE OF PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), Hudson Valley Healthcare System VA Medical Center, Castle Point, NY, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Trillamed 30100 Telegraph Road Suite 366 Bingham Farms, MI 48025, for the installation of a Stryker Surgical Light. The place of performance is VA Hudson Valley Healthcare System Route 9D Castle Point, NY 12511. This action will result in a Firm-Fixed Price contract with a period of performance of Six (6) calendar days. This notice of intent is not a request for a quotation; interested parties may express their interest by providing a capabilities statement no later than June 16, 2023 at 10:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after June 16, 2023 at 10:00 AM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Trillamed. This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition. SCOPE OF WORK Background: The Castle Point VA Medical Center in Wappinger Falls New York requires the procurement of services for the Renovation, Infectious Control, Structural, Electrical and Finish work associated with the installation of a new Stryker SLX LED Surgical Light System. The existing UG surgery light is outdated and has exceeded its design life, and the impact of not replacing will most likely lead to unreliable function resulting in the burden of patient scheduling issues and/or duress to Veterans. Scope of Work: Contractor is required to furnish all parts and labor to accomplish the task of replacing existing dual surgical lights and perform necessary pre-installation work to install a Dual Stryker SLX LED surgical light with new structural support. This is to be a turn-key fully operational installation and a completed project in a single deployment within 6 (six) days. Contractor is required to develop, implement and maintain an Infectious Control Risk and Assessment Plan as directed and approved by Castle Point VA COR. Contractor is to remove existing surgical light, mounting hardware, wall control panel, opening of ceiling as necessary to remove structural support and structures mounted to existing building structure are to be installed in accordance with product guidelines. Contractor to disconnect power to existing surgery light, reuse existing conduit for surface mounted light controls per OR, provide and install required surface back box for new light controls per OR, install Stryker provided SK box, reconnect existing power to SK electronics. Contractor to provide finish work to include rebuild of ceiling, patch/paint ceiling and wall location and remove all debris from project to Castle Point VA designated location.
