Description
This is a Sources Sought Notice announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. Any requests for a solicitation in response to this notice will not be honored. The Medical Readiness Contracting Office � West Fort Cavazos, TX, has an upcoming requirement to solicit for and award a supply contract to provide Lumenis Stellar M22 and ReSurFx equipment for Irwin Army Community Hospital - Fort Riley, KS. This request is anticipated to result in a Firm Fixed-Priced contract. The type of solicitation to issue will be based upon the responses to this synopsis. Contact with Government Personnel, other than the person identified at the bottom of this notice, by any potential offeror, or their employees�, regarding this requirement is strictly prohibited. The Stellar M22 � is used to treat different indications in different skin types, age, and gender. The ResurFX laser is a non-ablative laser that stimulates the skin to develop collagen without harming any tissue. ResurFX is also a fractional laser, which means that the laser light that is delivered to the skin is divided into �microcolumns�. The Lumenis devices have an integrated smoke evacuator in the system which eliminates the need for changes to the room, or an external smoke evacuator. This is important due to the plume that is produced during treatment, which can be toxic to not only the patient but also the treatment provider. The built-in smoke evacuator will ensure more safer and comfortable treatments for the patients by absorbing the plume and making sure it does not escape into the treatment room. These devices also have a built-in dual cooling system that combines cryo-touch and cryo-air which is designed to deliver cold air exactly over the laser beam treatment area which helps actively remove heat from the patient�s tissue that is being treated. This helps with patient comfort, safety, and prevents burning during treatment. Other devices use Cryogen which is a disposable that needs to be replaced and is costly. They also have the largest spot size and first and only square spot size on the market, which helps limit overlapping during the treatment. Other devices use a circular spot size which misses areas of the skin during treatment. The provider then must overlap the area to make sure patient receives full treatment. Overlapping can potentially increase the risk of excessive thermal damage to double treated skin areas. The type of solicitation to issue will depend upon the responses to this source sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. The North American Classification System (NAICS) code for this requirement is 339112� �Surgical and Medical Instrument Manufacturing� The Small Business Size Standard is 1,000 employees. Proposed vendor MUST be Authorized Distributor for Lumenis BE � Delivery Date: 45 Days after Receipt of Purchase Order. � Offeror's type of small business and Business Size (Whether 8(a), HUB Zone, Women-Owned Small Business, Service-Disabled Veteran Owned Small Business, etc.), or Large Business Status, should be documented in the Statement of Capability. � Responses to this Sources Sought Notice should demonstrate the firm�s ability, capability, and responsibility to provide and deliver the services listed above. In response to this notice, interested parties shall submit a written Statement of Capability limited up to 5 pages and shall include the following information: � Offeror�s name, address, point of contact, phone number, and e-mail address. Interested parties are responsible for marking information that is proprietary in nature. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow up information requests. The Government is not obligated to, nor will it, pay for or reimburse any costs associated with responding to this source sought notice. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No subcontracting opportunity is anticipated. A determination by the Government to not compete this proposed contract action based on the responses to this notice is solely within the discretion of the Government.
