- Marine Forces Reserve (MARFORRES) requires contractor support to provide social media monitoring and analytics software for a period of one year (July 18, 2023 - July 17, 2024) plus four follow-on option year periods.�As detailed within the draft Statement of Work (SOW), the Automated Notification Service will provide a platform where Communication Strategy Marines can search for keywords pertaining to civilian media products. The resulting feedback shall provide a baseline for research, analysis, and distribution of key military / civilian interaction. Further, it will provide a platform to create, publish, schedule, and queue posts across social media platforms. Vendor shall provide in-person training/onboarding at client�s facility; training/onboarding shall include how to use the system(s) and functionality for approximately 10 users within 30 days of period of performance start date and each follow-on option year if exercised. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.� This RFI is issued solely for information and planning purposes and is issued in accordance with FAR Clause 52.215-3; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.� This request for information does not commit the Government to contract for any supply or service whatsoever.� Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals.� Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense.� Any information that the vendor considers proprietary should be clearly marked as such. The Government may issue a competitive solicitation for this requirement.� To receive a contract award, the potential awardee must be registered with the System for Award (SAM) website - https://sam.gov � prior to award. �� INDUSTRY QUESTIONS and SUBMISSIONS: No phone calls will be accepted regarding this notice.� ALL INDUSTRY QUESTIONS AND SUBMISSIONS shall be sent in writing via email to lizbeth.robles@usmc.mil �and MFR_RCO_Execution@usmc.mil. Responses to this notice should include responses to each of the following to the maximum extent practicable (verbal responses will not be accepted): (1) Provide a primary point of contact for your organization to include phone number and e-mail address; (2) Provide vendor business size. The applicable NAICS code for this requirement is 513210. A small business is a firm not exceeding $47.0 million average annual receipts. �Note: Responses to this notice will be used to determine the availability of small businesses in consideration of a small business set-aside. (3) Is your company able to provide the platform capabilities as explained in the attached SOW for the specified dates; (4) Provide an estimated price � an estimated price is not a formal quote and will be used by the Government for budgetary and market research purposes, only; (5) Are there questions or recommendations from industry that would enhance the quality and clarity of the SOW herein?� Please provide a thorough explanation. DRAFT STATEMENT OF WORK: Statement of Work (SOW) For Web-Based Media Monitoring/Dissemination System 1. General Description. Web based media monitoring service for Marine Forces Reserve (MARFORRES) and Marine Forces South (MARFORSOUTH), New Orleans, LA. This contract will be for one base year with 4 (four) option years. 2. Scope. The Automated Notification Service will provide a platform where MARFORRES and MARFORSOUTH Communication Strategy Marines can search for keywords pertaining to civilian media products. The resulting feedback will provide a baseline for research, analysis, and distribution of key mil/civ interaction. Further, it will provide a platform to create, publish, schedule, and queue posts across social media platforms. 3. System Requirements. The proposed system shall: 3.1 Be a fully hosted web-based system. 3.2 Be accessible via multiple browsers, including, but not limited to, Netscape Navigator, Firefox, Chrome, Safari, and Edge. 3.3 Not be capable of downloading software to users� computers, including ActiveX controls. 3.4 Be capable of converting data from an Open Database Connectivity (ODBC) compatible database. The vendor will provide access to the searchable database containing print, broadcast and web-based news products as they are released. 3.5 Comply with applicable Section 508 standards. 4. Functional Requirements. The system shall: 4.1 Provide platform access for 10 users. 4.2 Provide access to journalism organizations� products in a timely fashion based on keywords provided MARFORRES/MARFORSOUTH. 4.3 Ability to create unlimited search agents across all media platforms. 4.4 Send notifications to via e-mail to designated representatives when status updates are made available to tracked topics. 4.5 Provide a unified inbox to manage messages, mentions, and comments from multiple social networks in one place. 4.6 Provide advanced search capabilities to track keywords, hashtags, and brand mentions across social networks. 4.7 Provided competitive analysis to benchmark and compare our social performance against competitors. 4.8 Ability to schedule and publish content across multiple social networks with a user-friendly calendar interface on mobile and desktop platforms. 4.9 Manage and organize social media contacts, track engagement history, and access conversation history. 4.10 Ability to create and manage unlimited dashboards that tracks relevant data (e.g., potential reach, keywords, sentiment, etc.) 4.11 Ability to provide content curation to discover, organize, and share relevant content with our audience. 4.12 Provide for the ability to develop and save newsletter templates. The templates shall be capable of modification as needed. 4.13 Provide for the ability to develop and save press release templates. The templates shall be capable of modification as needed. 4.14 Be capable of automatically stopping notifications to a recipient�s sequential devices once contact is successful. 4.15 Have the capability to restrict messages to particular devices, for example, to send only e-mail, text, voice, or any combination necessary, as the situation warrants. 4.16 Have the capability to build unlimited media contact lists. Contact details must include phone numbers, email addresses, social media contacts (e.g., LinkedIn, Twitter, Facebook). Media contact lists must be updated several times a year. 4.17 Provide unlimited use of statistical analysis (graph and matrix tools) based on independent keyword analysis that is not contingent on existing searches. 4.18 Provide real-time monitoring of mentions on TV/radio using keywords of interest. Clips must be able to be sent via e-mail or social media (similar or equivalent to TVEyes). 4.19 Can create in-depth analytical reports of media reach and ad value equivalency. Further, it must provide potential audience reach, potential unique visitors to websites, and social media performance. 4.20 Provide translation of articles written in languages other than English. 4.21 Assistance in generating Boolean search terms in English and other languages, including Spanish and Portuguese specifically. 4.22 Have a mobile application that can be used on iOS and Android operating systems. 4.23 Assign tasks, manage workflows, and collaborate with team members within the platform. Streamline content creation and approval processes with customizable workflows and permissions. 4.24 Manage inbound and outbound engagement across unlimited social media channels, including Twitter, Facebook, Google+, LinkedIn, and Instagram. 5 Security Requirements. The system shall: 5.1 Provide security via SSL encryption, administration and multi-level and end-user access authorization. 5.2 Utilize PIN code or password access for recipients to retrieve notifications, identify intended recipients and for the update of contact information. 5.3 Have fully redundant, multiple hot site backups to ensure that the system is always available. 6. Training Requirements. Vendor shall provide in-person training/onboarding at client�s facility; training/onboarding shall include how to use the system(s) and functionality; training shall be as follows: 6.1 On-site training for a minimum of 10 users at MARFORES/MARFORSOUTH, 2000 Opelousas Ave. New Orleans, LA 70114. 6.2 All training must be completed within 30 days of contract award and/or beginning of option year.
