Requests for copies of a solicitation will not receive a response.� This Notice is for planning purposes only and is not a Request for Proposal or Request for Quotation or an obligation on the part of the NIST for conducting a follow-on acquisition.� NIST does not intend to award a contract on the basis of this Notice, or otherwise pay for the information requested.� No entitlement or payment of direct or indirect costs or charges by NIST will arise as a result of submission of responses to this Notice and NIST use of such information.� NIST recognizes that proprietary components, interfaces and equipment, and clearly mark restricted or proprietary components, interfaces and equipment, and clearly mark restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information.� In the absence of such identification, NIST will assume to have unlimited rights to all technical data in the information paper. NO SOLICITATION DOCUMENTS EXIST AT THIS TIME. Summary of Requirement: NIST is seeking information on small business concerns and Products that are Made in the United States that are capable of providing a new portable, energy dispersive XRF spectrometer instrument system, inclusive of installation and training, that meets the following minimum technical requirements below: General Instrument Features The instrument shall have the dimensions of 39 cm x 40 cm x 38 cm (H x W x D) or less The instrument shall weight 25 kg or less The instrument must have sample chamber safety interlock to prevent X-ray exposure during operation The sample chamber must be able to accommodate solid, powder and liquid samples The sample chamber must be able to accommodate large, irregular shaped objects with maximum dimensions of 8 cm x 12 cm x 12 cm (H x W x D) that weigh up to 2 kg The sample chamber must have a seal to protect the X-ray tube and detector from powder and liquid samples The instrument must operate in environments with higher temperatures (5 �C to 35 �C) and humidity up to 80% relative humidity The instrument must have built-in acquisition and data analysis software X-ray Optics The system must be equipped with high-stability ceramic, low power x-ray tube: Anode material must be Ag or Rh.� Ag is preferred for the best peak separation for light elements, such as Cl and S, from interference of possible line overlaps in the XRF spectrum Tube settings must be software controlled and have tube power of 4 W and 30 kV maximum voltage Tube must have 5 software controlled, selectable filters X-ray Detector Hardware The system must contain a high-resolution silicon drift detector (SDD): The detector must have a minimum active area of 20�mm2 The detector resolution must be < 145 eV �Data analysis software The instrument must have software for qualitative and quantitative analysis The software must allow for instrument calibration, which can be modified and controlled by the operator and include: Default, factory calibrations for specific applications, such as mine and ore processing or oxide and sulfide matrices, etc. Standardless calibration for unknown samples (solid, powder or liquids) or where certified standards matching specific samples are not available The software must allow for auto drift correction of the X-ray source of the instrument Software includes applications to manipulate data from the instrument for report generation Data can be stored in internal instrument memory or use a USB flash drive or both Other requirements The system shall include a set of sample holders and other standards sample accessories, such as inserts or sample cups The Contractor shall include a heavy duty flight case to transport the system The system must include an operations and maintenance manual covering self-installation, proper operation, routine maintenance, and trouble shooting for the instrument and controlling software. The Contractor must provide two remote software use licenses 24-hour response time for problem inquiries by telephone or e-mail Optional Items Benchtop Ring Mill and Headset Dimensions: 51 cm x 41 cm x 41 cm (H x W X D) Sample size range: 1 g to 100 g Head: Tungsten carbide 40 Manual Hydraulic Pelletizing Press Maximum pressure � 400 kN Maximum plunger stroke- 40 mm Dimensions: 58 cm x 52.5 cm x 34 cm (H x W x D) Press Tool : 40 mm diameter for free pressing (End of Specifications) Response Instructions All responsible small business sources able to provide the products described above are asked to email a response to Seth Kaplan, at seth.kaplan@nist.gov by or before the closing date and time of this notice. Please include the following information in the response: Name of company/companies that are authorized provide product, their addresses, and a point of contact for the company (name, phone number, fax number and email address). Additionally, please submit the following information in your response: 1. The company�s primary NAICS, size classification, and socio-economic status (i.e., Small Business, Woman Owned Small Business, Service-Disabled Veteran Owned Small Business, etc.). 2. Number of days, after receipt of order that is typical for delivery of product. 3. Indication of whether the product is currently on one or more GSA Federal Supply Schedule contracts or any other government-wide contracts. If so, please provide the applicable contract number(s). 4. Indication of whether the product proposed is a commercial item currently offered in the market place.� 5. Indication of whether the product proposed is manufactured in the United States or is a foreign end product. 6. Any other relevant information that is not listed above which the Government should consider in developing its minimum performance requirements. Responses are limited to a total of ten (10) pages in MS Word or PDF format. NIST invites all interested small businesses to submit any questions or comments regarding the Summary of Requirements via email to seth.kaplan@nist.gov within 2 calendar days of the posting of this notice. NIST intends to then post an amendment providing responses to any questions received. Official responses to the Sources Sought Notice shall be submitted by 06/23/2023 at 4:00 pm EST.
