- Amendment 0002 � Questions and Answers and Update to Combined Synopsis/Solicitation. The purpose of this amendment is to address the questions below, update the Combined Synopsis/Solicitation and updated the deadline to June 23, 2023, 4:00 PM EST. Q1.� Will the Government Flight Risk Clause (GFRC) as referenced in DFARS 252.228-7001 be enacted? No, however, we have insert HSAR clauses 3052.228-91, 3052.228-92, and 3052.228-93 for lease of aircraft. Q2.� Will the Government Accept the following minimum insurance requirement? Yes, we have added language in 52.212-4 (p) regarding minimum insurance requirements. � Q3.� Will the Government require that the Department of Homeland Security, or any agency, element, or portion thereof, be �named insured� on the contractor�s policy? No. Q4.� Can the Government assure that its pilots will meet the following requirements? The USCG has updated the SOW to add requirements regarding this question. � Q5.� Will the Government require that the contractor�s insurance indemnify and defend the US Government from all claims arising out of acts or omissions of the contractor and/or participants in the Program? Yes, we have added language in 52.212-4 (p). Q6.� Will the Government require that the contractor�s insurance have an appropriate endorsement whereby the insurance carrier waives any right of subrogation acquired against the United States of America by reason of any payment under such policy? No. ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ Amendment 00001 - Questions and Answers 1. Does the government want the aircraft to be located/remain in San Angelo for the duration of the contract? The aircraft is only expected to be on site for the days it is being used. Ideally, this would be determined by the 15 of the month prior to, in order to ensure availability. So, whatever days were scheduled, the aircraft would need to be here and available, other than that it can be anywhere. 2. With fluctuating fuel cost, is there a mechanism in place to compensate large swings in fuel price? This contract will be awarded on a Firm Fixed Price. 3. If the government exceeds at the programmed 200 (first year) 300 (additional years) is there a mechanism to reimburse, such as an over and above work? The government provided estimate hours of anticipated need per ordering period, these are just estimates per year. Furthermore, this contract is an Indefinite Delivery / Indefinite Quantity contract. The government will issue delivery order or orders as needed throughout the life of the contract. � ------------------------------------------------------------------------------------------------------------------------------------------------------------------------------ The purpose of this contact is to provide pilots assigned to the Unmanned Aerial Systems Joint Program Office (UAS-JPO) located in San Angelo Texas with access to a single engine aircraft to accomplish currency and proficiency flights without going into temporary duty travel (TDY) from the local area.
