- New Albany National Cemetery, 837CM3001 Construction Bid Requests for Information (RFIs) List No. 1, As of 6/13/2023 Please confirm that the project is to be completed during normal working hours M-F, 7:00A - 3:30P NCA Response: Cemetery hours are 8:00am to 4:30pm. Construction should occur during this time. Since this is a small, confined project/contract, can the GC site superintendent hold other responsibilities/roles such as the role of CQC system manager and the site SSHO if the Supt has all the qualifications of the superintendent, CQC, and SSHO? If not can the Superintendent hold SSHO role or can the CQC hold the SSHO role? --Site Superintendent = SSHO + QAQC (1 Person on site) --Site Superintendent = SSHO plus QAQC (2 Person on site) --Site Superintendent plus QAQC +SSHO (2 person on site) NCA Response: The site superintendent may hold multiple positions and / or additional responsibilities, if qualified. Other staff may hold multiple positions and / or additional responsibilities, if qualified. It is the Contractor s responsibility to maintain safety and quality of the construction. Will a temporary construction fence be required for this project? NCA Response: Yes, a temporary construction fence is required. Please refer to sheet GC101. Also refer to RFI number 6 below. The drawings state that the VA is providing the marble niche covers. Will the VA also be providing the special SS Rosettes, SS bolts, nuts, and brackets for complete installation of these niches? NCA Response: No, VA only provides the niche covers. The hardware is typically provided to the Contractor by their precast concrete columbarium unit manufacturer. Does the VA had the Niches already on a purchase order ready so that when the project NTP is provided, the contractor can coordinate the VA's delivery to meet the POP? NCA Response: The VA, NCA Memorial Products Services (MPS) has a purchase order system for the niche covers. The covers have not been ordered yet. The Contractor s construction schedule should identify the installation date. The NCA Project Manager will coordinate the procurement and delivery to meet the construction schedule. Space at the site is very limited. Where will the VA have the niche covers and accessories delivered and stored? The spec 04 73 00 states there are 1,000 to be delivered and unloaded. Will the VA provide the unloading of Niches included? NCA Response: The niche covers will be delivered to the site on an estimated 10 12 wood pallets that cannot be stacked. The Contractor shall store them in the construction staging area. If the construction staging area needs to be enlarged to meet Contractor needs, the Contractor shall take this into account during the bid process. Per the drawings, the contractor is responsible for coordination of the closure of adjacent parking with the City of New Albany. Can you confirm that the VA cemetery staff will be removing all the stored materials, wood, pallets, and other misc items in and around the maintenance building prior to contractor mobilizing the site? NCA Response: Yes, the cemetery staff will be removing all the stored items in and around the maintenance building prior to contractor mobilization. It was mentioned in the specs that this cemetery is on the historic register. Most of the items are related to appearance and maintaining existing conditions. The architect / engineer should be providing that scope of work requirement in the drawing and spec docs. What are any requirements the contractor needs to follow for working on this historic register project? NCA Response: According to the Indiana State Historic Preservation Officer (SHPO) consultation, there no historic buildings, structures, districts, objects, or archaeological resources within the area of potential effects that will be adversely affected by the above indicated project. Therefore, there are no historical construction specifications or preservation details for this project. The only requirements are: The project activities remain within areas disturbed by previous construction of a nonhistorical nature. All construction activities, ground disturbance, and equipment use, including staging, stockpiling, and temporary land use activities, will avoid the occupied existing grave sites. If any prehistoric or historic archaeological artifacts or human remains are uncovered during construction, demolition, or earthmoving activities, state law (Indiana Code 14-21-1-27 and 29) requires that the discovery must be reported to the Department of Natural Resources within two (2) business days. In that event, please call (317) 232-1646. Finally, per the Statement of Work (SOW), accurate documentation of the work is required for this project. This record shows that the work is done within the project constraints identified on the plans and any discrepancies are reported. Detail 5 on CS503 shows detail of a security camera system and pole. What is the basis of design manufacturer and spec as none has been provided? NCA Response: Pole Basis of design provided in detail. The camera is based on Cuddeback Digital s Cuddelink L-Series Black Flash camera. This is the camera requested by the cemetery and is the newer model of the camera currently used by the cemetery at Zachary Taylor National Cemetery. Contractor should provide submittal for review and approval by cemetery. Detail 5 on CS503 shows detail of a security camera system and pole. The camera and cell connection service will most likely need backup power so when solar cells run out or low on power. Does this camera system need electrical power? Then where does it come from? NCA Response: No additional electrical power required. Cameras shall have extended battery powered option and solar power. Site prep drawing shows a very large tree to be removed where the stump is to be ground down to 20"" depth in the ground with nearby crypts. At the site walk there was talk about maybe leaving the tree but having the high foliage and branch radius reduced and trimmed. Plus this is an old tree for the area and all hated to see it removed. Is the VA considering to change these conditions from the site prep drawings? NCA Response: Contractor s bids shall assume removal of the tree and stump as indicated in the contract documents. If the work is removed from the project after bidding, a credit to the Government shall be reviewed. Will the owner accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project? NCA Response: Yes, they can use that software or any document management software. After award, the Contracting Officer will provide a NTP to the awardee. What is the approximant duration between issuing the award and issuing the NTP? NCA Response: NTP would be held within 30 days of award pending receipt of bonds and insurance. For planning the preliminary project schedule, what is the anticipated award date? NCA Response: Anticipated award date is July 15, 2023 Due to the unprecedented and unpredictable material price increases occurring in the nation, will the CO/VA/Owner allow a fixed price contract with economic price adjustments per FAR 16.203 to be used as the basis for contract award? This will allow the most competitive price to be offered at this time. NCA Response: No, A Firm Fixed Price contract will be utilized for this requirement. A cost estimate worksheet was provided with the RFP for price divisional breakdown in PDF version. Can contractor use their own dvisional breakdown sheet when it includes the same information and values? NCA Response: Yes you can use your own as long as it contains the same information requested. Is this project Indiana Sales Tax Exempt? NCA Response: please review FAR 52.229-3 Federal, State, and Local Taxes in the solicitation. Are we required to submit our reps & certs with our proposal submission? NCA Response: No, CO will review SAM status of all firms at time of submission of bids
