- THIS IS A SOURCES SOUGHT AND NOT A REQUEST FOR PROPOSAL. Responses shall be used for planning purposes only to determine availability and adequacy of potential Small Business Sources and shall not commit the General Services Administration (GSA) to issue a solicitation for this requirement. It is anticipated that a solicitation based on the outcome of this sources sought notice will be published and that subsequent multiple contracts from the solicitation will be awarded. GSA, Public Buildings Service (PBS), New England Region, Acquisition Management Division is conducting market research to determine if any Service-Disabled Veteran Owned (SDVOSB), Historically Underutilized Business Zone (HUBZone), 8(a), Economically Disadvantaged Women-Owned (EDWOSB), or any other Small Business concern has the current relevant qualifications, experience, personnel, and capability to perform professional engineering and design services on an as-needed basis. This is an opportunity for firms with the following capabilities to submit a capability statement in the following disciplines: design excellence in engineering, architecture, and allied building design professions. Projects will be located within the geographic boundaries of GSA PBS Region 1, which consists of the following States: Maine, New Hampshire, Vermont, Massachusetts, Connecticut, and Rhode Island. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this market research. Estimated Construction Project Costs for task order issued under the planned solicitation shall range from $250,000 up to approximately $8,000,000. The primary NAICS code for this Sources Sought Notice is 541330, Engineering Services. The Size Standard is $25.5 Million. A firm that has the NAICS Code 541310 (or any other related NAICS Code) and is able to provide all the disciplines and services requested in the Sources Sought notice may respond to the Sources Sought Notice and will be considered a small business provided that they (or their team if this is a teaming arrangement) meet the applicable size standard for NAICS Code 541330. BACKGROUND/SCOPE OF WORK: Based on historical data, the requirements would involve engineering and architectural services for reports, investigations, subsoil investigations, site surveys, and analysis, site utility studies, geotechnical engineering services, environmental studies, energy studies/audits, materials selection, and design. Inclusive, but not limited to: 1)� Planning, programming, estimating, and cost/pricing services 2) Pre-design services, program/project development 3)� Design services (please see below for further details) 4)� Post contract construction services 5)� Construction inspection services Design services will typically include furnishing partial and/or complete design or survey services to include design concepts, design development documents, and construction documents. This work will involve existing conditions investigations, feasibility studies, renovations/new construction, interior space alterations, mechanical, Heating, Ventilating & Air Conditioning (HVAC), electrical, fire protection, and other infrastructure. These requirements would require either single or multiple disciplines, including: 1) Geotechnical 2) Architectural 3) Civil 4) Structural 5) Landscaping 6) Fire Protection 7) Mechanical (HVAC and Plumbing) 8) Electrical 9) Environmental 10) Marine Firms shall be capable of performing the above work with in-house staff or in conjunction with consultants, partnerships and or joint ventures. PROJECT SCHEDULE: �The anticipated period of performance will consist of one (1) base year commencing in approximately June 2024 with four (4) option years to follow. WHO SHOULD RESPOND: All certified businesses to include: Large Business, Small Business, HUB Zone, 8(a), Small Disadvantaged, Woman-Owned, Veteran-Owned (VOSB), Service-Disabled Veteran-Owned (SDVOSB), and other certified small businesses are encouraged to respond. This office anticipates award of a contract for these services in Summer of 2024. The NAICS code is 541330, Engineering Services. Small Business Size: $25,500,000 annual receipts. HOW TO RESPOND:� : Electronic submission via email to david.mark@gsa.gov and sotheavy.khon@gsa.gov with the subject line: GSA Region 1 AE ID/IQ Solicitation (no more than 25MB) All interested businesses are required to provide the following: Please provide a detailed narrative demonstrating your firms experience in the type of Engineering and Architectural design services.� Information shall include at least three (3) contracts or projects substantially completed within the past five (5) years that are similar to the task orders that they will be awarded under the planned ID/IQ Contract.� A similar contract is defined as one that is comparable in magnitude, scope, complexity, and duration to the requirements as defined by this Notice.� Please also address your firm�s capacity to perform multiple projects simultaneously across New England. 2. Please demonstrate that your firm has the personnel necessary (or the ability to obtain them) to perform the type of combined services sought by this Notice and to meet the requirement at Federal Acquisition Regulation (FAR) Clause 52.219-14, Limitations on Subcontracting.� Please provide resumes for key personnel, including any persons considered key to the successful administration of a contract.� Resumes shall include all professional licenses and certifications. 3. If you are responding to this Notice from outside the geographic location of the work, please provide a narrative detailing how you would perform the work at a fair and reasonable price to the Government. Commercial brochures or current marketing material may also be submitted.� RESPONSE DATE:� RESPONSES ARE DUE No Later Than� June 30, 2023 at 02:00 PM EDT. LATE RESPONSES WILL NOT BE ACCEPTED.
