- SOURCES SOUGHT: This is a SOURCES SOUGHT NOTICE. The U.S. Geological Survey is conducting a MARKET SURVEY to determine the interest and capability of small firm eligible to compete under NAICS code 334516 Analytical Laboratory Instrument Manufacturing with a Small Business with size standards in number of 1,000 employees for an anticipated upcoming requirement for BioRad QX200 AutoDG Droplet Digital PCR System Maintenance Service. Background The Department of the Interior (DOI) U.S. Geological Survey (USGS) USGS Fort Collins Science Center (FORT) Molecular Ecology Lab (MEL), 2150 CENTRE AVENUE, BUILDING C, FORT COLLINS CO 80526-8118 USA currently has a QX200 AutoDG Droplet Digital PCR System from BioRad that is used extensively in environmental DNA (eDNA) sample analysis. The QX200 AutoDG Droplet Digital PCR System requires proper yearly preventative maintenance, as well as technical assistance and service in case the equipment breaks down. The system is comprised of 2 instruments: an Auto Droplet Generator (SN 773BR3319) and a Droplet reader (SN 771BR9296). Scope Services, non-personal, to provide all replacement parts and reagents for the equipment, labor, travel, and materials (unless otherwise provided herein) necessary for service agreement for on-line, phone and on-site maintenance of the BioRad QX200 AutoDG Droplet Digital PCR System by performing the required tasks to meet or exceed the quality standards and time standards in accordance with this Performance Based Work Statement. Required Tasks with Quality Standards and Time Standards The contractor is responsible for providing and covering the cost of all the following items: Task 1 The contractor shall provide one preventative maintenance each year that is completed by an BioRad-certified trained service engineer. Quality Standards: in accordance with the manufacturer�s maintenance manuals Time Standards: The preventative maintenance visit will occur once each year covered by the contract in accordance with the manufacturer�s maintenance manuals or more often based on the maintenance program. Preventative maintenance typically can be completed in one visit, yet this may take multiple days if a replacement part needs to be ordered. Task 1 QASP: The USGS TL will be present and ensure that once maintenance and any repairs are made or the preventative maintenance occurs that the machine is operational and meets all QAQC standards to assure that the contractor meets or exceeds the Task 1 Quality and Time Standards. Task 1.1 The contractor shall replace all parts that are broken, defective, or are scheduled for replacement during routine maintenance as well as perform Manufacturer-recommended preventative maintenance using an BioRad-certified trained service engineer. Quality Standards: Contractor shall use only Manufacturer approved parts and reagents and should perform maintenance tasks recommended by the Manufacturer. Time: The preventative maintenance will occur once yearly within each of the contract. Scheduling of the preventative maintenance visit will depend on the schedule of both the contractor and the USGS MEL lab manager Task 1.1 QASP: The USGS TL will be present and ensure that once repairs are made or the preventative maintenance occurs that the machine is operational and meets all QAQC standards to assure that the contractor meets or exceeds the Task 1 Quality and Time Standards. Task 1.2 The contractor shall provide record of all services performed during routine maintenance. Quality Standards: The contractor will provide a written report of any technical assistance, repairs or preventative maintenance that will be kept in the equipment maintenance log. Time: The contactor will provide the written report at the completion of each site visit before they leave. Task 1.2 QASP: The USGS TL will be present to receive such documentation to assure that the contractor meets or exceeds the Task 1.2 Quality and Time Standards. Task 2 The contractor shall have an BioRad-certified trained service engineer available for technical assistance and repair in the event of instrument failure. Quality Standards: Contractor will use only Manufacturer approved parts and reagents and assistance and repairs must be completed by an BioRad-certified trained service engineer. Time Standards: The contractor will have an BioRad-certified trained service engineer available by phone for technical assistance during the work week Monday � Friday (8:30 AM � 5:30 PM Mountain time zone). If a site visit is necessary, it must occur by an BioRad-certified trained service engineer within 3-5 business days of the determination that a site visit is necessary. Task 2 QASP: The USGS TL will be present and ensure that once repairs are made and that the machine is operational and meets all QAQC standards to assure that the contractor meets or exceeds the Task 2 Quality and Time Standards. Task 2.1 The contractor shall supply all replacement parts and reagents and cover all expenses of travel and labor for an BioRad-certified trained service engineer in the event of an instrument failure. Quality: Contractor will use only Manufacturer approved parts and reagents and assistance and repairs must be completed by an BioRad-certified trained service engineer. Time: The contractor will have an BioRad-certified trained service engineer available by phone for technical assistance during the work week Monday � Friday (8:30 AM � 5:30 PM Mountain time zone). If a site visit is necessary, it must occur by an BioRad-certified trained service engineer within 3-5 business days of the determination that a site visit is necessary. Task 2.1 QASP: The USGS TL will be present and ensure that once repairs are made and that the machine is operational and meets all QAQC standards to assure that the contractor meets or exceeds the Task 2 Quality and Time Standards. Task 2.2 The contractor will provide phone support by an BioRad-certified trained service engineer to trouble shoot problems with the equipment. Quality: Contractor will ensure phone support from an BioRad-certified trained service engineer. Time: The contractor will have an BioRad-certified trained service engineer available by phone for technical assistance during the work week Monday � Friday (8:30 AM � 5:30 PM Mountain time zone). Task 2.2 QASP: The USGS TL will be the person requesting technical support and will know whether assistance is available in the required timeframe and will ensure that any trouble shooting leaves the equipment operational and meets all QAQC standards to assure that the contractor meets or exceeds the Task 2 Quality and Time Standards. Task 3 The contractor will provide and install all control software, firmware and hardware updates. Quality Standards: Contractor will use only Manufacturer approved software, firmware, and hardware updates and updates must be completed by an BioRad-certified trained service engineer. Time Standards: The contractor provides updates during the preventative maintenance visit or at any time when updates are necessary to ensure the functionality of the equipment. Task 3 QASP: The USGS TL will be present and ensure that once updates are made and that the machine is operational and meets all QAQC standards to assure that the contractor meets or exceeds the Task 3 Quality and Time Standards. THIS IS NOT A SOLICITATION. ALL COSTS ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. A scope of work will be provided with any solicitation that may be issued. The Government is not required to issue a solicitation. Responses to this announcement are requested from (A) SBA certified Small Business HubZone firms; (B) Small Business firms certified by a Small Business Administration (SBA) district or regional office for participation in the 8(a) program; (C) Service-Disabled Veteran-Owned small Business firms; (D) Small Businesses; (E) Women Owned Small Businesses; and (F) Large Businesses.
