Description
Pursuant to Federal Acquisition Regulation (FAR) subpart 13.106-1(b), Soliciting from a single source the U.S. Nuclear Regulatory Commission (NRC), Office of Administration (ADM), intends to issue a sole source purchase order to NOMASYS Consulting SARL, Route De Moiry 1, Grimentz, Vs 3961, Switzerland under the authority of Federal Acquisition Regulation subpart 13.106-1(b)(1)(i) for the JSOL corporation�s JWELD software.�The applicable North American Industry Classification System (NAICS) code for this acquisition is 513210 �Software Publishers�.�The Period of Performance shall be a Base Period from July 17, 2023 through�July 16, 2024.� The total estimated value of this purchase order is approximately $24,600.00. JWELD software provides the NRC Office of Nuclear Regulatory Research with the capability to model welding processes and cracking within engineering components.�JWELD software is the successor to the MORFEO software tool purchased by the NRC office of Nuclear Regulatory Research in 2019.� Since that initial purchase, MORFEO was first sold to GE Additive, and then sold to JSOL and renamed JWELD.� This acquisition will allow the NRC to leverage the capabilities and tools that were acquired as MORFEO in 2019.� The MORFEO software licenses expired because of NRC IT migrations within its Research Government Cloud (RESGC) system, and the only way to still make use of the MORFEO tool purchased in 2019 is to upgrade it to its successor JWELD. The Government intends to solicit and negotiate directly with the NOMASYS Consulting SARL, and no solicitation will be issued.� This notice of intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirements, it may submit a statement of capabilities.� The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirements.� Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI).�� For information on the NRC COI regulations, visit NRC Acquisition Regulation Subpart 2009.5 (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html).� A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.� All interested parties must express their interest and capabilities in writing via email to Jerry.Purcell@nrc.gov.� No faxed documents will be accepted.� Statement of capabilities are due by 06/30/2023 at 8:00 AM ED.
