- Description
- The requirement is being processed on behalf of the Naval Talent Acquisition Group (NTAG) Empire State.� The Navy Talent Acquisitions Group intends to utilize The Long Island Railroad (LIRR) to deliver Navy advertisements. The Government intends to solicit and negotiate the instant procurement on a sole source basis to Outfront Media, Inc. (CAGE: 7D4N5), a small business of New York, NY pursuant to the procedures of FAR Parts 12 and 13. �The sole source nature of this requirement is based on the determination that Outfront Media has exclusive rights to sell advertising space on the Long Island Railroad metro transit busses and trains. �Therefore, Outfront Media�s exclusive transit advertising partnership with Metro Transit across the New York region makes them the sole provider for this requirement.� Placing Navy advertising posters in approximately 450 train cars will create exposure to 239,300 rider�s every day, allowing for the Navy�s exposure to qualified candidates in the general New York Metropolitan area.� Advertising on the LIRR is the only type of services available to the Navy at this time to meet the required demographics in the NY area capable of meeting NRC�s instant need in compliance with the Navy�s current marketing & advertising plan. This notice of intent is not a request for competitive quotes; however, responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See attachments for more information�
