- This is a Request for Quote (RFQ). The government anticipates awarding a firm-fixed price contract resulting from this solicitation. This RFQ is set aside for Service Disabled Veteran Owned Small Businesses (SDVOSB). All respondents must have an active registration in the System for Award Management at www.sam.gov. Interested SDVOSB must be listed as verified on the Vendor Information Pages (VIP) database located at Veteran Small Business Certification (sba.gov) to receive contract awards under the Veterans First Contracting Program. Department of Veterans Affairs, Network Contracting Office 17, is soliciting offers for Mobile Power Workstations for South Texas VA that meets the requirements of the SOW. The procurement is for 72 Mobile Powered Workstation supporting the South Texas Physical Health and Rehab. The contractor shall provide and be responsible for the technical assistance, development, and integration of final product after the delivery to the location. The contractor shall coordinate with Government Point of Contact for final configuration after contract award. Technical questions shall be accepted by the Government in writing via email only no later than 3:00 PM Central Standard Time (CST), June 22, 2023. Please ensure the email subject line states, Technical Questions 36C25723Q1014 Powered Mobile Workstation and send to Kathryn Prose, Contract Specialist, at kathryn.prose@va.gov. Please include in your questions the section of the solicitation/page number that your question is referencing. The Government reserves the right to not answer questions not meeting this timeline if doing so would result in an amendment requiring an extension of the solicitation and to extend would not be in the best interest of the Government. All responses to questions, which may affect offers, will be incorporated into a written amendment to the Request for Quote. Award will be made to the offeror proposing the combination most advantageous to the Government based upon an integrated assessment of the evaluation factors and sub-factors described below. The Evaluation Factors are listed in descending order of importance with Factor 1 (Technical) being most important, Factor 2 (Past Performance) of less importance, and Factor 3 (Price). The Technical and Past Performance factors, when combined, are more approximately equal than the Price Factor; however, the Price Factor will contribute substantially to the selection decision.
