- This notice incorporates provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-04. This is a public notice that the 126 th Air Refueling Wing (ARW) intends to award a purchase order to AT&T for TDM to SIP protocol�conversion for phones throughout the installation and continued landline phone services. AT&T has provided phones services for several Air National Guard units under BPA FA877318A0013 previously. The government believes AT&T is the sole entity that can perform these services, and intends a direct award. If this is not the case, please contact the Contracting Officer immediately. In accordance with the limited sources procedures described in FAR 13 106-1 (b), this notice serves as the government�s determination that only one source is reasonably available. This is a phone utility service requirement and will likely only have one response. The government is not seeking quotes, but if any quote is provided the government will consider them and evaulate them using a best value determination using FAR 13 comparative quote procedures.
